RECOMMENDED ACTION:
Introduce Ordinance No. C.MOO to require a stop on Laguna Drive at its intersection with
Roosevelt Street/Buena Vista Circle.
ITEM EXPLANATION:
The subject intersection serves the local neighborhood in the northwest quadrant of the city (see
Exhibit 1). Laguna Drive, Roosevelt Street and Buena Vista Circle are unclassified in the Circulation
Element of the General Plan but function as local streets. Due to concerns by residents of restricted
sight distance at the intersection, staff recommends installation of ALL-WAY STOP control at Laguna
Drive and Roosevelt Street/Buena Vista Circle. The posted speed limit on this portion of Laguna Drive is
30 miles per hour.
Section 2B.07 of the California Manual on Uniform Traffic Control Devices (MUTCD) allows
consideration of ALL-WAY STOP control at "locations where a road user, after stopping, cannot see
conflicting traffic and is not able to reasonably safely negotiate the intersection unless conflicting cross
traffic is also required to stop." Staff conducted sight distance measurements at the subject
intersection. The measured sight distance from Roosevelt Street was found to be approximately 70 feet
looking to the west and approximately 130 feet looking to the east. The measured sight distance from
Buena Vista Circle was found to be approximately 75 feet looking to the west and approximately 130
feet looking to the east. The recommended minimum stopping sight distance for a 30 mph roadway is
200 feet.
Based on the engineering study conducted by staff, the Traffic Safety Commission unanimously
supported staff's recommendation to establish ALL-WAY STOP control on Laguna Drive at its
intersection with Roosevelt Street/Buena Vista Circle.
FISCAL IMPACT:
The installation ofthe two STOP signs, STOP pavement legends, limits lines and STOP AHEAD signs wil
cost approximately $2,500. Sufficient funds are available in the Streets Division budget.

ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines
Section 15301(c) - minor alteration of existing facilities, including streets, sidewalks, gutters, and similar
facilities involving negligible or no expansion.

Grand Avenue

19 SECTION 3: That Title 10, Chapter 10.28 of the Carisbad Municipal Code is amended by
20 the addition of Section 10.28.990 to read as follows
21 ''10.28.990 - Buena Vista Circle. Drivers shall stop where the
22 following described street intersects Buena Vista Circle:
23 Laguna Drive"
24 EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption; and
the city clerk shall certify the adoption of this ordinance and cause the full text of the ordinance or a
summary of the ordinance prepared by the city attorney to be published at least once in a
newspaper of general circulation in the City of Carlsbad within fifteen (15) days after its adoption.
