AND BUENA VISTA WAY/ELMWOOD STREET CITY MGR.
RECOMMENDED ACTION:
Introduce Ordinance No. CS-223 to require a stop on Highland Drive at its intersection with Buena
Vista Way.
ITEM EXPLANATION:
The subject intersection serves the local neighborhood in the northwest quadrant of the city and is
adjacent to Buena Vista Elementary School (see Exhibit 1). During the time periods when school begins
and school ends, this intersection can be congested with school-age pedestrians, bicyclists and vehicles.
Highland Drive, Buena Vista Way and Elmwood Street are unclassified in the Circulation Element of the
General Plan but function as local streets. The intersection effectively operates as a five-legged
intersection and four ofthe five legs are currently STOP controlled.
Section 2B.07 of the California Manual on Uniform Traffic Control Devices (MUTCD) allows
consideration of ALL-WAY STOP control when there is a "need to control vehicle/pedestrian confiicts
neor locations that generate high pedestrian volumes." Previously, the city has installed ALL-WAY STOP
control at other intersections in the vicinity of schools, including the streets adjacent to Pacific Rim
Elementary School, Olivenhain Pioneer Elementary School, La Costa Canyon High School, Carlsbad High
School and El Camino Creek Elementary School.
Based on the engineering study conducted by staff, the Traffic Safety Commission unanimously
supported staffs recommendation to establish ALL-WAY STOP control on Highland Drive at its
intersection with Buena Vista Way/Elmwood Street.
FISCAL IMPACT:
The installation ofthe one STOP sign, STOP pavement legend, limits line and STOP AHEAD sign will cost
approximately $1,000. Sufficient funds are available in the Streets Division budget.

The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines
Section 15301(c) - minor alteration of existing facilities, including streets, sidewalks, gutters, and similar
facilities involving negligible or no expansion.
