DEPT. 21.329 8/27/13 LIB&CA AUTHORIZATION TO ACCEPT AND APPROPRIATE REIMBURSEMENT FUNDS FROM THE CALIFORNIA STATE LIBRARY FOR LIBRARY LITERACY MATERIALS DEPT. HEAD CITY ATTY. ^ CITY MGR. RECOMMENDED ACTION: Adopt Resolution No. 2013-199 autiiorizing the Administrative Services Director to accept and appropriate $3,000 in literacy reimbursement funds received from the California Library Literacy Service via the Pacific Library Partnership. ITEM EXPLANATION: The Acting State Librarian authorized funds for California Library Literacy Services (CLLS) programs to purchase materials to support literacy work at the local level. This was intended as one-time funding from available sources after literacy funding was reduced in the state budget. Local libraries did not need to apply for these funds; they are not a grant or a donation, but are funds to be reimbursed to the libraries for literacy materials purchased during fiscal year 2012-13. The amount to be reimbursed for Carisbad City Library is $3,000. The CLLS reimbursement program is administered through the Pacific Library Partnership, which is processing the reimbursement checks to local libraries. Staff is requesting that the $3,000 reimbursement check be accepted and appropriated to the literacy program budget. FISCAL IMPACT: These funds will be appropriated to the literacy program operating budget to reimburse funds already used to purchase literacy materials. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review.
