RECOMMENDED ACTION:
Adopt Ordinance No. CS-222. approving an amendment to Title 10, Chapter 10.28 of the Carlsbad
Municipal Code to require a stop on Laguna Drive and Roosevelt Street/Buena Vista Circle.
ITEM EXPLANATION:
Ordinance No. CS-222 was introduced and first read at the City Council meeting held on July 23, 2013.
The second reading allows the City Council to adopt the ordinance which will become effective thirty
days after adoption. The City Clerk will have the ordinance or a summary of the ordinance published
within fifteen days, if adopted.
FISCAL IMPACT:

ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines
Section 15301(c)- minor alteration of existing facilities, including streets, sidewalks, gutters, and similar
facilities involving negligible or no expansion.

ORDINANCE NO. CS-222
2 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.28 OF THE
^ CARLSBAD MUNICIPAL CODE TO REQUIRE A STOP ON LAGUNA
4 DRIVE AND ROOSEVELT STREET/BUENA VISTA CIRCLE
5 The City Council of the City of Carlsbad, California, hereby ordains as follows:
6 SECTION 1: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended by
7 the revision of Section 10.28.190 to read as follows:
8 "10.28.190 - Laguna Drive. Drivers shall stop where the following
described street intersects Laguna Drive:
10 Buena Vista Circle
Davis Avenue
11 Madison Street
Roosevelt Street"

.,3 SECTION 2: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended by
14 the revision of Section 10.28.270 to read as follows:
15 "10.28.270 - Roosevelt Street. Drivers shall stop where the
following described street intersects Roosevelt Street:

Beech Avenue
Grand Avenue
18 Laguna Drive"
19 SECTION 3: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended by
20 the addition of Section 10.28.990 to read as follows:
21 "10.28.990 - Buena Vista Circle. Drivers shall stop where the
22 following described street intersects Buena Vista Circle:
23 Laguna Drive"
24 EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption; and
the city clerk shall certify the adoption of this ordinance and cause the full text of the ordinance or a
summary of the ordinance prepared by the city attorney to be published at least once in a
newspaper of general circulation in the City of Carlsbad within fifteen (15) days after its adoption

INTRODUCED AND FIRST READ at a Regular Meeting ofthe Carlsbad City Council on the
23'^^ day of July, 2013, and thereafter.
