RECOMMENDED ACTION:
Adopt Resolution No. 2013-219 authorizing the Administrative Services Director to appropriate funds
for a Senior Applications Analyst full time equivalent (FTE) in the Police Department.
ITEM EXPLANATION;
As part ofthe City of Carlsbad's investment in technology, the Police Department will be implementing a
new Records Management System (RMS) to collect, analyze and manage the vast amounts of data
generated as a result of law enforcement activities. The report types to be included are crime cases,
arrests, citations, field interviews, traffic accidents, fraudulent documents, photographs, gang
information and stolen property. Currently, field personnel enter information into word processing
templates and print the reports for supervisor approval. Once approved, the police Records Division
manually enters the information into the Automated Regional Justice Information System (ARJIS).
Records staff also makes copies of the reports and disseminates them to the appropriate investigative
staff, the district attorney, and traffic court. This process is time consuming and labor intensive.
The Police Department will implement an electronic RMS to minimize paper-based collection and report
approval and to automate report workflow. This electronic report will be automatically formatted and
imported to the ARJIS network, resulting in significant time-savings for records staff. In addition, the
RMS will improve the quality ofthe data, make the report available to department personnel as soon as
the officer has completed it, and will electronically distribute the report to those who need it, including
the district attorney and other county partners. This timely information will also enhance the capability
of crime analysis to create crime forecasting and hotspot reports to facilitate patrol directed work.
The police department currently has three Information Technology (IT) staff: a Public Safety IT Manager,
a Network Associate and a Senior Network Engineer. This staff is fully utilized maintaining existing
systems, providing routine maintenance, resolving problems, and working on hardware and software
upgrades. Additionally, an upgrade ofthe department's Computer Aided Dispatch system is underway.
Funding for the Police Records Management System has been approved as part ofthe FY2013-14
innovation fund technology budget. Finally, the FY2013-14 Justice Assistance Grant is funding PredPol, a
predictive policing program. In order to implement and support these new systems, the Police
Department is requesting an increase in FTE by one position, creating a new Senior Applications Analyst.
The proposed addition is part of a citywide organizational strategy to put adequate staff in place to
better leverage technology for exceptional service and the best value to the community.

Pursuant to Public Resources Code section 21065 and CEQA Guidelines section 15738, this
amendment does not constitute a "project" within the meaning of CEQA and therefore, does not
require additional environmental review.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carisbad,
California, as follows:
