RECOMMENDED ACTION:
Adopt Resolution No. 2013-223 authorizing the City Manager or designee to apply
for the State Homeland Security Grant Program for emergency preparedness.
ITEM EXPLANATION:
The FY 2013 State Homeland Security Grant Program (SHSGP) provides funds to build
capabilities at the state and local levels and to implement the goals and objectives included in
state homeland security strategies. State goals and objectives include:
• Enhance Information Analysis and Law Enforcement Capabilities
• Strengthen Communications Capabilities
• Strengthen Catastrophic Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE)
and All Hazards Incident Planning, Detection and Response Capabilities, among others
The County of San Diego is the entity that applies for, receives, and locally administers federal
grant funds associated with the State Homeland Security Grant Program. The County's Unified
Disaster Council, of which the City of Carlsbad is a member, is the governing body that
determines the local grant fund distribution formula, which is based on the population in each
jurisdiction.
The federal grant funds allocated to the City of Carlsbad are $71,062. Per grant guidelines, a
minimum of 25 percent must be for Law Enforcement, which would satisfied by the LE radio
purchase. No matching funds are required for the State Homeland Security Grants.
The City of Carlsbad Fire and Police Departments jointly review allowable grant expenditures,
determine the needs of each department and allocate funds based on identified department
needs. Equipment is then purchased and paid for by the city. Paid purchase invoices for SHSG-
related purchases are then sent to the San Diego County Office of Emergency Services for full
reimbursement to the city. Planned expenditures are detailed in the table on page 2:

Regional Communications System (RCS) subscriber fees and vendor maintenance contract
fees associated with the radios are accounted for in departmental general fund budgets and will
not be substantially impacted with the addition of these enhanced capability radios.
Reimbursement of warranty costs is subject to State approval and expected. Should warranty
costs be determined to be not reimbursable, the costs will be accounted for in, and not
substantially impact, departmental general fund budgets.
An alternative grant funding option is also being investigated for the TouchTable. Should that
prove successful, the emergency preparedness funds will be equally distributed between Fire
and LE forthe purchase of radios.
FISCAL IMPACT:
All SHSG grant-related expenditures are 100% reimbursable. There are no appreciable on-
going direct costs associated with the anticipated expenditures other than the city shall incur a
$150/year city network licensing cost which will be accounted for in the Emergency
Preparedness Division budget.. When awarded, the Fire and Police Departments will request
the City Council to appropriate the total grant amount of $71,062 to the Fire and Police
Departments. Upon completion of grant-related expenditures, the Public Safety Grant Special
Revenue Fund will be reimbursed by periodic grant reimbursements. It is anticipated that all
expenditures and reimbursements will be completed before the close of FY 2013-2014.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code Section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change
in the environment, or a reasonably foreseeable indirect physical change in the environment,
and therefore does not require environmental review.

WHEREAS, THE CITY OF CaHsbad Fire and Police Departments are eligible to receive
federal grant funds through the FY 2013 State Homeland Security Grant Program (SHSGP) for

emergency preparedness; and
11 WHEREAS, the approved grant allocation for the City of CaHsbad is $71,062; and
12 WHEREAS, the federal grant funds for SHSGP require no city matching funds, and all

grant-related expenditures are 100% reimbursable, the city shall incur no direct costs; and

WHEREAS, it is the desire of the City of CaHsbad Fire and Police Departments to

participate in this program to enhance emergency preparedness;
