DIRECTOR MTG. 9/10/13 ASSESSMENT PROGRESS REPORT CITY ATTY. DEPT. P&R CITY MGR. RECOMMENDED ACTION: Receive Parks & Recreation Department needs assessment progress report and presentation. ITEM EXPLANATION: After successfully completing the request for proposal process in Dec. 2012, the Parks & Recreation Department retained the services of PROS Consulting, Inc. to provide professional services related to the development of a needs assessment and comprehensive action plan. Ultimately, a guide will be completed ensuring an appropriate balance of parks, programs, facilities and amenities to serve the community and the evolving recreational needs of a changing and aging demographic in the next five years. As part the contracted scope of work, Neelay Bhatt, vice president, PROS Consulting, Inc. will be providing a progress report and presentation of work completed to date (Exhibit 1). FISCAL IMPACT: Funding has previously been appropriated for this contract. There Is no fiscal impact associated with receiving the needs assessment progress report and presentation. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code Section 21065 and CEQA Guidelines, this action does not constitute a "Project" within the meaning of CEQA and therefore, does not require an environmental review. PROS along with RHA Landscape Architects-Planners and ETC Institute/Leisure Vision formed the consulting team to work on the project. The planning work commenced towards the end of 2012 and was focused on helping the Department identify needs based on current gaps and future trends Including changing (and aging) demographics in Carlsbad, develop priorities based on community values, provide a guide for balanced program, facility and amenity offerings, develop measurable strategies to achieve goals and recommendations and focus on a sustainable approach driven by programmatic needs through this five year action plan. The overall approach focused on a three-step process that Included a Comprehensive Assessments (Where are we today?). Needs Analysis (Where do we want to go?) and a 5 year Action Plan (How do we get there?). Part of these processes were individual tasks undertaken by members ofthe team. The Individual tasks Included Demographics and Trends Analysis, Subjective Community Input (Stakeholder meetings, key leader interviews, open public meetings, online surveys). Objective Community Input (statistically-reliable survey). Facility and Site Assessment, Program Assessment, Facility / Amenity and Program Priority Ranking (based on Consultant's professional experience and based on best practices relevant to Carlsbad), Levels of Service Analysis and Equity Mapping. The goal of this presentation Is to outline the process undertaken, the key findings and analysis and ensure the Council and Commissions are updated on the Information to date. All of these will lay the foundation for the overall recommendations and the key action Items that will be presented to the Council in November 2013.
