RECOMMENDED ACTION;
To receive a presentation from representatives ofthe California Department of Transportation, San
Diego Association of Governments and the California Coastal Commission regarding the North Coast
Corridor Public Works Plan/Transportation and Resource Enhancement Program (PWP/TREP).
ITEM EXPLANATION;
Representatives from the California Department of Transportation, San Diego Association of
Governments and the California Coastal Commission will give an update on the PWP/TREP and the future
process relating to California Coastal Commission consideration ofthe PWP/TREP and associated Local
Coastal Program Amendments.
FISCAL IMPACT;
None
ENVIRONMENTAL IMPACT;
Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within the
meaning of CEQA in that it has no potential to cause either a direct physical change in the environment,
or a reasonably foreseeable indirect physical change in the environment, and therefore does not require
environmental review.

Provides the policy framework that:
•Enables PWP project implementation
•Ensures consistency, certainty, content and timeline
•Identifies inconsistencies (examples include):
Improvements would result in minor development encroachment in Environmentally Sensitive Habitat Areas (ESHA)
Improvements would result in minor, unavoidable construction in the 100-year floodplain
•Continues the partnership between Caltrans, SANDAG, city staff and the California Coastal Commission
