RECOMMENDED ACTION:
Adopt Resolution No. 2013-242 accepting bids and awarding the contract to 1.0.
Environmental and Infrastructure, Inc., for the Lake Calavera Trails Boardwalk and Wetland
Restoration Project No. 38661.
ITEM EXPLANATION:
The Lake Calavera Trails Master Plan was approved in January, 2010 and includes
recommendations for improvement and maintenance to approximately 6-miles of existing trails
to accommodate hikers and non-motorized bicyclists. The Lake Calavera Trails Master Plan
identified various projects to improve the trail system around the Lake Calavera Preserve. The
proposed elevated boardwalk will replace informal crossings within the wetlands upstream of
Lake Calavera. The project proposes to construct approximately 975 lineal-feet of raised
wooden/composite boardwalk, and to provide mitigation for the boardwalk impacts via the
restoration and creation of approximately .50 acres of wetlands. The boardwalk will serve to
protect functions of the wetlands, while providing recreational benefit to the public by allowing a
more manageable interaction within the fragile ecosystem.
On July 9, 2013 the City Council authorized the bidding for the Lake Calavera Trails Boardwalk
and Wetland Restoration Project. On September 18, 2013 four bids were received for the
project. The table below lists the bidders and the corresponding bids received:

Staff reviewed the bids and determined that 1.0. Environmental and Infrastructure, Inc., was the
lowest responsive bidder, and is recommending City Council award 1.0. Environmental and
Infrastructure, Inc., the contract.

FISCAL IMPACT:
The estimated project funding totals for construction of the Lake Calavera Trails Boardwalk and
Wetland Restoration Project are provided below:

Ongoing maintenance of the Lake Calavera Trails Master Plan improvements is included in the
parks & recreation department - trails maintenance budget. No additional maintenance and
operations funding is requested as part of the Lake Calavera Trails Boardwalk and Wetlands
Restoration Project.
ENVIRONMENTAL IMPACT:
The original Mitigated Negative Declaration (MND) and Mitigated Monitoring and Reporting
Program (MMRP)) was prepared for the Lake Calavera Trails Master Plan (LCTMP) project
(HMP 09-05). The Notice of Intent (NOI) to adopt a MND was circulated for public comment
from July 14, 2006 to August 13, 2006 (SCH No. 2006071064). Based on comments received,
further analysis was completed by the city and changes were made to the project. The MND
was recirculated for public comment from July 23, 2009 to August 24, 2009 (SCH No.
2009071090). An additional comment letter was received during this public comment period.
Additional changes were made to the project.
The minor changes to the EIA Part II did not require recirculation ofthe MND since the changes
were consistent with the description of "new information" in CEQA Section 15073.5(c)(4), which
states recirculation is not required if "new information is added to the negative declaration which
merely clarifies, amplifies, or makes insignificant modifications to the negative declaration." The
City Planner administratively approved the MND and MMRP on January 25, 2010.

6 WHEREAS, the City of Carlsbad Lake Calavera Trails Master Plan, approved in
7 January of 2010, consists of improvements to, and maintenance of, existing multi-use
8 recreational trails within the Lake Calavera Preserve to accommodate hikers and non-
9 motorized bicycles; and
10 WHEREAS, the Lake Calavera Trails Master Plan proposes the construction of a
11 boardwalk project within the Lake Calavera Preserve to help reduce sedimentation of
12 wetland waters, and the inadvertent compacting of native soils; and
13 WHEREAS, the objective of the Lake Calavera Trails Boardwalk and Wetland
14 Restoration Project is to construct an elevated boardwalk to eliminate the current creek
15 crossing activities that are detrimental to the existing wetland and creek areas; and
16 WHEREAS, the Project will also provide mitigation for impacts of the boardwalk
17 construction in the form of restoring .50 acres of wetlands; and
18 WHEREAS, the boardwalk will serve to protect functions of the wetlands, while
19 providing recreation benefit to the public by allowing a more manageable Interaction
20 within the fragile ecosystem; and
21 WHEREAS, the City of Carlsbad has received all the necessary resource agency
22 permits to allow the construction of the Lake Calavera Trails Boardwalk and Wetland
23 Restoration Project No 38661; and
24 WHEREAS, on July 9, 2013 the City Council approved the plans and
25 specification for furnishing all labor, materials, tools, equipment, transportation, and
26 other expenses necessary or incidental to the Lake Calavera Trails Boardwalk and

Wetland Restoration Project No. 38661, and authorized the City Clerk to advertise for
bids; and
WHEREAS, on September 18, 2013 four bids were received and reviewed by
city staff; and
WHEREAS, 1.0. Environmental and Infrastructure, Inc., was determined to be the
lowest responsive bidder with an amount of $358,952.20; and
WHEREAS, funding for the construction ofthis project is included in the Capital
Improvement Program under the Lake Calavera Trails Master Plan improvements; and
WHEREAS, ongoing maintenance of those improvements has previously been
established in the parks & recreation department - trails maintenance budget; and
WHEREAS, the Lake Calavera Trails Master Plan received a Mitigation Negative
Declaration (HMP 09-05) on January 25, 2010. Pursuant to HMP 09-05, a Wetland
Habitat Mitigation and Monitoring Plan (August 2012) was prepared by Dudek, Inc.,
which outlines the wetland mitigation requirements that were included as part of the
construction and mitigation measures for the project.
NOW, THEREFORE, BE IT RESOLVED by the City Council ofthe City of
Carlsbad, California, as follows that:
1. The above recitations are true and correct.
2. The City Council of the City of Carlsbad accepts the bids and awards the
contract to 1.0. Environmental and Infrastructure, Inc., forthe Lake Calavera
Trails Boardwalk and Wetland Restoration Project No. 38661.
3. The Mayor of the City of Carlsbad is hereby authorized to execute the
contract with 1.0. Environmental and Infrastructure, Inc., forthe construction
of the Lake Calavera Trails Boardwalk and Wetland Restoration Project No.
38661, in accordance with the plans, specifications, and contract documents
referred to herein.
PASSED, APPROVED AND ADOPTED at a Regular Meeting ofthe City Council ofthe City
of Carlsbad on the 8th day of October, 2013, by the following vote to wit:
