IT APPLICATION FIREWALL / LOAD BALANCERS FOR THE CITY TECHNOLOGY NETWORK CITY MGR. ^ RECOMMENDED ACTION: Adopt Resolution No. 2013-243 approving the purchase, under the National Joint Powers Alliance (NJPA) contract, of a replacement application firewall / load balancer device within the city's technology network from CDW Government, Inc. ITEM EXPLANATION: The city's Information Technology Department diligently works to ensure that the city's technology infrastructure is maintained and up to date while providing the highest levels of system responsiveness and security possible. The city's current devices are end of life and no longer able to manage network traffic and application access adequately. The new equipment will serve as both an application firewall and load balancer, as well as protecting the city's network through verification of identities and access control. A load balancer is a device that distributes network or application traffic across servers. The city's load balancers are used to increase capacity and reliability of web-based applications. They improve the overall performance of applications by decreasing the burden on servers associated with managing and maintaining application and network sessions, as well as by performing application-specific tasks. These new devices will solve a wide range of issues that affect the performance, security, and availability of city's applications and technology services. Because ofthe mission-critical nature of government information systems, there is a strong need for network standards and implementations that include security standards and network monitoring, incident management, end-user device protection, and, especially, access policy management. These new devices are capable of monitoring and confirming individual personal identity credentials and allowing access to multiple systems based on those credentials. FISCAL IMPACT: Purchase, installation, and configuration ofthe application firewall / load balancer will cost $147,134 and is appropriated in the FY 2013-14 General Fund (Innovation Fund).
