DIRECTOR MTG. 10/08/13 CARLSBAD POLICE DEPARTMENT AND CITY ATTY. DEPT. POLICE APPROPRIATION OF FUNDS FOR THE PURCHASE OF UFE SAVING EQUIPMENT CITY MGR. RECOMMENDED ACTION; Adopt Resolution No. 2013-246 accepting a grant of $1,056 from the San Diego County Law Enforcement Foundation to the City of Carlsbad Police Department and appropriating the funds to purchase lifesaving equipment. ITEM EXPLANATION; The San Diego County Law Enforcement Foundation offers grants for lifesaving equipment to law enforcement agencies in San Diego County on an annual basis. Carlsbad Police Department applied for grant funding to purchase twelve life vests, which will be placed on the patrol boat. The purchase will include four new vests for the police officers staffing the patrol boat, and eight vests of varying styles and sizes to be used to assist community members on the water. The purchase ofthese vests will improve the safety of both Carlsbad Police Department officers and community members with whom they make contact while carrying out water based enforcement activities. The Carlsbad Police Department received a grant in the amount of $1,056 from the San Diego County Law Enforcement Foundation. The funds will be utilized to purchase the vests described. FISCAL IMPACT; The total cost ofthe vests is $1,056 which is fully reimbursable bythe San Diego County Law Enforcement Foundation Grant. There are no on-going costs associated with this purchase. Staff requests that the City Council accept the grant and authorize the Administrative Service Director to appropriate the $1,056 to the General Fund forthe planned expenditures. ENVIRONMENTAL IMPACT; Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review.
