INTRODUCE ORDINANCE TO ALLOW ON-
STREET PARKING ON HOSP WAY BETWEEN

RECOMMENDED ACTION;
Introduce Ordinance No. CS-229 to allow on-street parking on both sides of Hosp Way from 550
feet west of Avenida Magnifica to Calle Arroyo.
ITEM EXPLANATION;
Hosp Way is located in the northwest quadrant ofthe city. It is unclassified in the Circulation Element of
the General Plan but functions as a collector street connecting residential areas along Hosp Way to
Monroe Street and El Cam ino Real (see Exhibit 1). Hosp Way has a posted speed limit of 30 miles per
hour and an average daily traffic volume of approximately 2,800 vehicles per day. The street has a curb
to curb width of 40 feet. Parking is currently prohibited on both sides of Hosp Way by city ordinance
(1982).
Staff has received requests to prohibit overnight parking on nearby Wintergreen Drive and David Place
due to the number of parked vehicles originating from the nearby multi-family dwellings on Hosp Way.
Reduction in available parking for residents, trash dumping, oil leaking from cars, reduction of sight
distance caused by parked cars and illegal behavior are some of the concerns listed by the residents of
Wintergreen Drive and David Place.
Staff recommends that the existing city ordinance that prohibits parking on Hosp Way be modified to
allow parking on both sides of Hosp Way from 550 feet west of Avenida Magnifica to Calle Arroyo. This
would provide approximately 100 new parking spaces, which could be utilized by the residents and
guests of the multi-family residences on this portion of Hosp Way. This, in turn, would effectively
eliminate the concerns caused by multi-family residents and guests parking on Wintergreen Drive and
David Place.
The striping modifications required to accommodate on-street parking on Hosp Way include replacing
the painted medians on this portion of the roadway with a painted centerline. This would result in the
elimination of the existing left turn lanes. Based on the low traffic volumes and low vehicle speeds on
Hosp Way, staff believes that left turns from Hosp Way into the five multi-family complex driveways
could be accommodated without issue from the single travel lane in each direction. The proposed
striping changes to accommodate parking on Hosp Way have been incorporated into the city's 2013
Slurry Seal project, which is scheduled to be completed in 2014.

Based on staffs evaluation of this request, at its Sept. 9, 2013 meeting, the Traffic Safety Commission
approved the recommendation allowing on-street parking on both sides of Hosp Way from 550 feet west
of Avenida Magnifica to Calle Arroyo. Modifications to the existing striping to accommodate on-street
parking on this portion of Hosp Way will be implemented as part of the upcoming 2013 Slurry Seal
Project.
FISCAL IMPACT;
The required striping changes will be incorporated into the regular surface maintenance of this portion
of Hosp Way as part ofthe 2013 Slurry Seal Project. Removal/relocation of four (4) NO PARKING signs
will cost approximately $800. Sufficient funds are available in the Streets Maintenance budget.
ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines
Section 15301(c) - minor alteration of existing facilities, including streets, sidewalks, gutters, and similar
facilities involving negligible or no expansion.

the revision of Section 10.40.049 to read as follows:

Parking of vehicles is prohibited during all hours of the day and night on both
10 sides of Hosp Way from El Camino Real to Calle Arroyo and from 550 feet west
of Avenida Magnifica to Monroe Street."
