RECOMMENDED ACTION;
Introduce Ordinance No. CS-230 to decrease the existing 45 mile per hour speed limit upon
Batiquitos Drive from Poinsettia Lane to Golden Star Lane to 40 miles per hour.
ITEM EXPLANATION;
Based on the Engineering and Traffic Survey dated June 29, 2010, this portion of Batiquitos Drive is
currently posted at 45 miles per hour. After receiving numerous resident complaints of vehicle speeding
on Batiquitos Drive, four permanent speed feedback signs were installed on the roadway in early 2012.
Speed feedback signs use radar to track and display vehicle speeds and fiash the message "SLOW DOWN"
when the speed limit is exceeded. This increases driver awareness and results in a reduction in vehicle
speeds in many cases.
On April 2, 2013, a new speed survey was conducted that resulted in a critical speed determination of 43
miles per hour. Based on the requirements found in the California Vehicle Code and the California
Manual on Uniform Traffic Control Devices, a posted speed limit of 40 miles per hour was determined to
be appropriate.
At their meeting on September 9, 2013, the Traffic Safety Commission considered the results of the
Engineering and Traffic Survey to revise the speed limit upon Batiquitos Drive from Poinsettia Lane to
Golden Star Lane. The Traffic Safety Commission recommended, by a 4-0 vote, that the existing 45 mile
per hour speed limit on the subject portion of Batiquitos Drive be reduced to 40 miles per hour.
FISCAL IMPACT;
The replacement of six (6) speed limit signs will cost approximately $1,200. Sufficient funds are available
in the Streets Maintenance budget.

ENVIRONMENTAL IMPACT;
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines
Section 15301(c) - minor alteration of existing facilities, including streets, sidewalks, gutters, and similar
facilities involving negligible or no expansion.

That Title 10, Chapter 10.44 ofthe Carlsbad Municipal Code is amended by the revision
of Section 10.44.520 to read as follows:
"10.44.520 - Batiquitos Drive.

a. Upon Batiquitos Drive from Aviara Parkway to Its intersection with
11 Golden Star Lane, the prima facie speed limit shall be forty miles per
hour.
b. Upon Batiquitos Drive from Golden Star Lane to its intersection with
13 Poinsettia Lane, the prima facie speed limit shall be forty miles per
hour.
c. Upon Batiquitos Drive from Poinsettia Lane to its intersection with
^5 Camino de las Ondas, the prima facie speed limit shall be thirty miles
per hour.
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its
adoption; and the city clerk shall certify the adoption ofthis ordinance and cause the full text ofthe
ordinance or a summary of the ordinance prepared by the city attorney to be published at least
once in a newspaper of general circulation in the City of Carlsbad within fifteen (15) days after Its
