RECOMMENDED ACTION;
To receive a presentation from staff regarding progress, status and schedule of the Envision Carlsbad
General Plan Update program.
ITEM EXPLANATION:
Community and Economic Development Department staff will update the City Council on the progress
of the Envision Carlsbad General Plan Update program and upcoming release of draft documents. The
General Plan is a policy document that outlines Carlsbad's vision for the long-term physical and
economic development of the city. It provides strategies and implementing actions that will allow the
vision to be achieved. The General Plan provides the basis for establishing priorities for implementing
plans and programs such as zoning, capital improvements, facilities plans, and specific and area plans.
Staff will discuss the schedule for releasing the draft General Plan for public review, as well as other
related documents including the draft Environmental Impact Report and draft Climate Action Plan. Next
steps will include a public review period, presentations to the city's boards and commissions, and
adoption hearings by the Planning Commission and the City Council.
FISCAL IMPACT:
None.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this status report does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change in the
environment, or a reasonably foreseeable indirect physical change in the environment, and therefore
does not require environmental review.
