DEPT. 21.403 11/05/13 PW-TRANS ACCEPTANCE OF BIDS AND AWARD OF CONTRACT FOR CONSTRUCTION OF THE 2013 SLURRY SEAL PROJECT NO. 6001-13-SS DEPT. DIRECTOR CITY ATTY. CITY MGR. RECOMMENDED ACTION: Adopt Resolution No. 2013-251 accepting bids and awarding the contract to American Asphalt South for construction ofthe 2013 Slurry Seal Project No. 6001-13-SS. ITEM EXPLANATION; The 2013 Slurry Seal Project is part of the City of Carlsbad's ongoing Pavement Management Program. This project will seal the existing pavement and extend the useful life ofthe roadways identified for this year's program (see Exhibit 2). The application of asphaltic emulsion-aggregate slurry rejuvenates and protects the pavement from wear and oxidation, ultimately extending pavement life and minimizing long-term maintenance costs. On October 8, 2013, seven sealed bids were received for the construction of this project as shown on the following table. Staff has completed its review ofthe contract documents and has determined that they are in order. Staff recommends that American Asphalt South be awarded the contract. The estimated construction costs associated with this project are summarized in the following table. Construction Contract $1,356,380 Construction Contingency $136,000 Project Administration, Testing & Inspection $136,000 TOTAL ESTIMATED PROJECT COSTS $1,628380 There are sufficient funds available to complete the 2013 Slurry Seal Project, as shown above. The funds used on this project are Pavement Management Program funds which consist of non-jurisdictional fees (generated from trash haulers). Gas Tax funds, and TransNet-Local funds available for drawdown from SANDAG. Remaining Pavement Management Program funds will be used on future pavement rehabilitation and resurfacing projects. ENVIRONMENTAL IMPACT; The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15301(c) - minor alteration of existing facilities including streets, sidewalks, gutters, and similar facilities involving negligible or no expansion. Street list. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 2013-251 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AWARDING THE CONTRACT TO AMERICAN ASPHALT SOUTH FOR CONSTRUCTION OF THE 2013 SLURRY SEAL PROJECT NO. 6001-13-SS. WHEREAS, the City Council of Carisbad, California has determined that it is necessary, desirable, and in the public's best interest to construct the 2013 Slurry Seal Project No. 6001-13- SS; and WHEREAS, on June 11, 2013, the City Council of the City of Carlsbad approved plans for the construction ofthe 2013 Slurry Seal Project No. 6001-13-SS; and WHEREAS, seven sealed bids were received on October 8, 2013 by the City of Carlsbad forthe construction ofthe 2013 Slurry Seal Project No. 6001-13-SS; and WHEREAS, the lowest responsive and responsible bid to construct said project was submitted by American Asphalt South in the amount of $1,356,380; and WHEREAS, there are sufficient funds available in the Pavement Management Program to complete the project; and WHEREAS, subsection 3.28.040(C)(5) of the Carlsbad Municipal Code authorizes the City Manager to approve change orders in the amount equal to the contingency set at the time of project award. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the low bid of $1,356,380 submitted by American Asphalt South for the construction ofthe 2013 Slurry Seal Project No. 6001-13-SS is accepted and the Mayor is hereby authorized to execute a contract for this project. 3. That the City Manager is hereby authorized to approve construction change orders up to $136,000. 4. That the award of this contract is contingent upon the bidder submitting the lowest responsible bid executing the required contract and submitting the required bonds and insurance policies, as described in the contract, within twenty (20) days of adoption of this resolution.
