RECOMMENDED AaiON:
City Council to adopt Resolution No. 2013-253 authorizing the Administrative Services Director to
approve and appropriate police asset forfeiture funds for the purchase of mobile (hand held) police
radios.
ITEM EXPLANATION:
Commercial production of mobile (hand held) radios is continuously evolving. New models are developed
and older models become unserviceable. Replacement parts are no longer available, and when they
break, they must be replaced. The majority of radios in use by the Police Department are older models.
Some ofthe department's oldest radios are breaking, and need immediate replacement. As a stopgap,
the Police Department needs to purchase eight new radios. The department has plans in place to budget
asset forfeiture funds for the purchase of additional radios in future fiscal years, a few at a time. The
Police Department also works in partnership with the Fire Department to acquire grant funding for new
radios, on an ongoing basis.
FISCAL IMPAa;
There is approximately $241,000 available in the police asset forfeiture fund. The cost of eight mobile
radios, including programming, accessories, and sales tax is $31,730. Radios are not purchased via the
General Fund, so use of asset forfeiture is allowable (no supplanting). Ongoing maintenance of all radios
is included in the police department FY2013-14 budget.
ENVIRONMENTAL IMPAa;
Pursuant to Public Resources Code section 20165 and CEQA Guideline section 15738, this does not
constitute a "project" within the meaning of CEQA and therefore does not require an environmental
review.
