PW-TRAN INTRODUCE ORDINANCE TO DECREASE SPEED LIMIT UPON VARIOUS STREETS DEPT. DIRECTOR CITY ATTY. CITY MGR. RECOMMENDED ACTION; Introduce Ordinance No. CS-233 to decrease the existing speed limits on various streets. ITEM EXPLANATION: The current edition ofthe California Manual on Uniform Traffic Control Devices (CA MUTCD), which was adopted on January 13, 2012, implemented changes to the way that local agencies are required to establish posted speed limits. The CA MUTCD requires that the speed limit be established at the nearest 5 mph increment of the 85*^ percentile speed (also known as the "critical speed") but now provides an option to round down to the nearest 5 mph increment beiow the critical speed. Based on these new guidelines, Carlsbad has an opportunity to reduce speed limits on the following roadway segments based on their measured critical speed. 1. Avenida Encinas between Palomar Airport Road and 0.67 miles south of Palomar Airport Road 2. Camino de las Ondas between Paseo Del Norte and Aviara Parkway 3. Hidden Valley Road between Camino de las Ondas and Palomar Airport Road 4. Loker Avenue West between Palomar Airport Road and El Fuerte Street 5. Loker Avenue East between El Fuerte Street and Palomar Airport Road th Section 28.13 ofthe 2012 CA MUTCD states: 'When a speed limit is to be posted, it shall be established at the nearest 5 mph increment of the 85"'- percentile speed of free-flowing traffic, except as noted in the two Options below. -th The posted speed may be reduced by 5 mph from the nearest increment of the 85 -percentile speed, in compliance with CVC Sections 627 and 22358.5. See Standard below for documentation requirements. For cases in which the nearest 5 mph increment of the SS*'^-percentile speed would require a rounding up, then the speed limit may be rounded down to the nearest 5 mph increment below the 85*^-percentile speed, if no further reduction is used. At their meeting on October 7, 2013, the Traffic Safety Commission considered the results of the Engineering and Traffic Surveys to reduce the speed limits on the subject roadway segments. The Traffic Safety Commission recommended, by a 3-0 vote, that the following revisions to the posted speed limits be approved: 1. Decrease of the posted speed limit upon Avenida Encinas between Palomar Airport Road and 0.67 miles south of Palomar Airport Road from 45 mph to 40 mph. 2. Decrease of the posted speed limit upon Camino de las Ondas between Paseo Del Norte and Aviara Parkway from 40 mph to 35 mph. 3. Decrease of the posted speed limit upon Hidden Valley Road between Camino de las Ondas and Palomar Airport Road from 40 mph to 35 mph. 4. Decrease of the posted speed limit upon Loker Avenue West between Palomar Airport Road and El Fuerte Street from 40 mph to 35 mph. 5. Decrease of the posted speed limit upon Loker Avenue East between El Fuerte Street and Palomar Airport Road from 40 mph to 35 mph. FISCAL IMPACT: The replacement of sixteen (16) speed limit signs will cost approximately $3,200. Sufficient funds are available in the Streets Maintenance budget in the General Fund. ENVIRONMENTAL IMPACT: The project is exempt from the California Environmental Quality Act (CECIA) per State CEQA Guidelines Section 15301(c) - minor alteration of existing facilities, including streets, sidewalks, gutters, and similar facilities involving negligible or no expansion.
