RECOMMENDED AaiON;
Adopt Resolution Nos. 2013-260 and 2013-261 appointing two members to the CaHsbad
Tourism Business Improvement District Advisory Board.
ITEM EXPLANATION:
The terms of commission members Hector Becerra and Bill Canepa expire in November 2013.
Mr. Becerra was appointed in May 2007. He has expressed a desire to be to be reappointed to the Carlsbad
Tourism Business Improvement District Advisory Board.
Mr. Canepa was appointed in November 2005. He has expressed a desire to be reappointed to the Carlsbad
Tourism Business Improvement District Advisory Board.
The Carlsbad Tourism Business Improvement District (CTBID) Advisory Board was established by the City Council
in November, 2005. The purpose ofthe Advisory Board is to make recommendations to the City Council
regarding expenditures forthe programs and activities ofthe CTBID, to make recommendations to the City
Council regarding the annual budget ofthe CTBID, and to provide end of year financial reports of CTBID
operations as required by the City Council.
In December 2006, Council amended the Carlsbad Municipal Code eliminating the residency requirement for this
Board. Appointees, however, must be assessees ofthe District.
NOTE: Members ofthe Carlsbad Tourism Business District Advisory Board are subject to the provisions ofthe
Political Reform Act, and must file a Statement of Economic Interests.
ENVIRONMENTAL IMPAa:
Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the
meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a
reasonably foreseeable indirect physical change in the environment, and therefore does not require
environmental review.
