RECOMMENDED ACTION;
Adopt Ordinance No. CS-233, approving an amendment to Title 10, Chapter 10.44, of the CaHsbad
Municipal Code by revising sections 10.44.280 - Avenida Encinas, 10.44.250 - Camino de las Ondas,
10.44.570 - Hidden Valley Road, 10.44.460 - Loker Avenue West and 10.44.470 - Loker Avenue East, to
reduce speed limits.
ITEM EXPLANATION;
Ordinance No. CS-233 was introduced and first read at the City Council meeting held on November 5,
2013. The second reading allows the City Council to adopt the ordinance which will become effective
thirty days after adoption. The City Clerk will have the ordinance or a summary ofthe ordinance
published within fifteen days, if adopted.
FISCAL IMPACT;

ENVIRONMENTAL IMPACT;
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines
Section 15301(c)- minor alteration of existing facilities, including streets, sidewalks, gutters, and similar
facilities involving negligible or no expansion.

The City Council of the City bf Carlsbad, California, hereby ordains as follows:

_^ SECTION 1: That Title 10, Chapter 10.44 of the Carlsbad Municipal Code is amended by
the revision of Section 10.44.280 (c) to read as follows:
g "10.44.280-Avenida Encinas.
10 c. Upon Avenida Encinas from a point three thousand five hundred feet
southerly of Palomar Airport Road to its intersection with Palomar Airport Road, the pnma

Upon Camino de las Ondas from Paseo del Norte to its intersection with
Aviara Parkway, the pnma facie speed limit shall be thirty-five miles per hour. (Ord. NS-436 § 1,

SECTION 3: That Title 10, Chapter 10.44 ofthe CaHsbad Municipal Code is amended by
the revision of Section 10.44.570 to read as follows:
"10.44.570 - Hidden Vallev Road.
22 Upon Hidden Valley Road from Camino de las Ondas to its intersection
with Palomar Airport Road, the prima facie speed limit shall be thirty-five miles per hour. (Ord.

"^"^ EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption; and
the city clerk shall certify the adoption of this ordinance and cause the full text of the ordinance or a
summary of the ordinance prepared by the city attorney to be published at least once in a
newspaper of general circulation in the City ofCarlsbad within fifteen (15) days after its adoption.
