RECOMMENDED ACTION; To receive a presentation from representatives of Poseidon Resources and the San Diego County Water Authority regarding the Carlsbad Desalination project. ITEM EXPLANATION: Representatives from Poseidon Resources and the San Diego County Water Authority will give an update on current and future activities relatingto the construction ofthe Carlsbad Desalination project. FISCAL IMPACT; None. ENVIRONMENTAL IMPACT; Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. COUNCIL ACTION: APPROVED • CONTINUED TO DATE SPECIFIC •_ DENIED • CONTINUED TO DATE UNKNOWN • CONTINUED • RETURNED TO STAFF • WITHDRAWN • OTHER-SEE MINUTES • AMENDED • REPORT RECEIVED la Carlsbad Desalination Project Construction Update November 19, 2013 Project Status– November 1, 2013 2 Plant Construction – Project Water Storage Tank 3 Plant Construction – Clear Water Tank / Pumps 4 Plant Construction – Pretreatment 5 Plant Construction – RO Building 6 Plant Construction – Intake Pump Station 7 Delivery System Pipeline Installation Progress as of November 1, 2013 Pipeline Schedule in Carlsbad 9 Pipeline Schedule in Carlsbad 10 Pipeline Schedule in Carlsbad 11 Community Outreach Update October 4 - Weekly Carlsbad construction update to residents, property owners and tenants began (Friday eBlasts). Continued one-on-one outreach to Car Country, GIA, Legoland, Carlsbad Sheraton etc. Continued Carlsbad Research Center Outreach Business Open House Scheduled for January 29. Continued one-on-one meetings with Property Owners, Tenants and Property Management Companies. Obtained contact information for 90% of CRC Businesses. Upcoming business walks to achieve 100% of the frontage businesses. Plant Outreach – YouTube time lapse videos to be updated monthly on website. 12 Pipeline Construction – Cannon Road 13 Pipeline Construction – Car Country Drive Crossing Meeting with Car Country Task Force on 11/12 Discussed maximum 12 day closure, including one weekend KSD decided that closing intersection in early 2014 was better for businesses in the area and important due to timing restrictions on Cannon Road After December 16, work to continue on Cannon from east of Grand Pacific Drive west to Car Country Drive. 14 Pipeline Construction - Avenida Encinas KSD is awaiting a right-of-entry from West Development Once they receive right-of-entry crews will begin jack and bore in front of West Bistro and Hotel. The bore pit will be in place for up to 4 months, but access to all businesses will be maintained at all times. The work is estimated to begin within two weeks. 15 Pipeline Construction – Macario Canyon Tunnel 1 6 1 7 Work Area Work Area 1 8  Conceptual design approved including portals/shafts locations  Environmental resource survey  Board approves EIR addendum in Water Planning today  Geotechnical work  Easement language approved by agencies  City of Carlsbad approves LCP consistency (November)  Easements acquired  SDG&E approval  Coastal Commission approval (December) Macario Canyon Tunnel Approval Process
