RECEIVE AN UPDATE FROM URBAN PLACE
CONSULTING GROUP REGARDING THE
VILLAGE REVITALIZATION PARTNERSHIP

RECOMMENDED ACTION;
Receive a report from Urban Place Consulting Group regarding their work with the Village Revitalization
Initiative.
ITEM EXPLANATION:
The City of Carlsbad contracted with Urban Place Consulting Group on March 14, 2012 to develop
programs, policies, financing mechanisms and other initiatives to spur local investment on a self-
sustaining basis in the Village area. As part of their scope of work, they are presenting their third bi-
annual Status update.
FISCAL IMPACT:
Funding has previously been appropriated forthis contract. No additional funding is being requested at
this time.
ENVIRONMENTAL IMPACT:
Pursuant to Section 15061 of the CEQA Guidelines, the activity is covered by the General Rule that CEQA
applies only to projects which have the potential for causing a significant effect on the environment.
Where it can be seen with certainty that there is no possibility that the activity in question may have a
significant effect on the environment, the activity is not subject to CEQA.

• Extra revenue goes toward Village marketing and
additional events (i.e., Friday Night Live, Flicks at the
Fountain)
• Market is owned by Carlsbad Village Association
Farmers’ Market Surveys
• 600 - 900 pedestrians per hour
• 43% are Carlsbad residents
• 30% bike or walk to the market
• 60% purchased at other Village businesses in addition
to their market purchases
• Over 60% are regular customers (2 – 3 x per month)
• 71% say the new market is better
• 23% didn’t go to the old market
