RECOMMENDED ACTION:
Adopt Resolution No. 2013-273 approving public artwork concept design for Fire Station #3.
ITEM EXPLANATION:
The City of Carlsbad has a demonstrated connmitment to fostering art and culture in the
community, understanding that the arts can enliven the built environment and add to the city's
quality of life. One way the city supports the arts and embodies these core values is by
incorporating public artwork into its eligible civic projects.
Fire Station #3, is one the city's most recent civic projects identified to have a public art
component included as part of its construction. As managers ofthe city's public art program, the
Cultural Arts Office has worked closely with artist Betsy Schuiz, the Arts Commission, the
public, and a variety of internal and external partners and stakeholders to develop proposed
artwork for the station with a total project allocation of $48,000, which is 1 % of the total
construction cost for public art as specified by Carlsbad Municipal Code Chapter 2.18. On
October 3, 2013 the Arts Commission approved the Schuiz artwork proposal and recommended
the design be sent to City Council for approval.
The next step in the realization of this public artwork is for City Council to approve the artwork
concept design so the artist may be contracted to fabricate and install the proposed artwork at
the site.
The City of Carlsbad Cultural Arts Office manages the city's public art program and follows an
established process for developing public art projects, which includes extensive stakeholder
input and involvement. As part of this process, city staff convened a Public Art Selection
Committee to select an artist for the project. This committee included architects, community
representatives, San Diego area architects and public art consultants, Arts Commission
Representatives, and staff representing the Fire Department, Public Works, and the Cultural
Arts Office.

The artist met with the project team over a four month period to develop the artwork design
concept which was presented to the Arts Commission on September 4, 2013. The Arts
Commission approved the design concept for display and public comment. Artwork displays
were installed at the Cole and Dove Libraries and information was posted on the City web site
and distributed to local media outlets. At their October 3, 2013 meeting, the Arts Commission
reviewed the overall positive public comments and approved the artwork design which is
recommended to City Council for final approval.
The location and installation details ofthe approved artworks have been fully coordinated with
the City's Project Manager and with Principal Architect Kelley Needham of the firm WLC
Architects, Inc. The artworks will consist of Fire Box Display murals and concrete treatment
created with a combination of historical, fire related artifacts and sculpted elements to be
installed in the courtyard and main entrance ofthe building - the location ofthe highest
concentration of visitors.
The artist's concept allows the history and legacy of fighting fire and the Carlsbad Firehouse to
be shared with young and old. The variety of elements and visual information will help visitors to
interact with the work and to appreciate and understand the history, sacrifices and
accomplishments of those who serve the community in this safety profession.
Staff recommends City Council approve the public artwork design concept for Fire Station #3.
FISCAL IMPACT: NO NEW FISCAL IMPACT
Council previously appropriated General Capital Construction funds and Public Facilities Fee
funds for the Fire Station #3 project and allocated $48,000 for the public art elements. There are
sufficient remaining appropriations to carry out the fabrication and instaiiation of the proposed and
approved art elements for the fire station at this time. The public art project budget is as follows:

ENVIRONMENTAL IMPACT:
On November 21, 2012, the Planning Commission adopted Resolution No. 6929 adopting a
Negative Declaration and Planning Commission Resolution No. 6930 approving Conditional
Use Permit (CUP 12-07), respectively for the project.

WHEREAS, the City Council of the City of Carlsbad, Caiifornia, has shown its

commitment to fostering art and culture in the community by incorporating public art

WHEREAS, the City Council ofthe City of Carlsbad, California, identified Fire

depth of 12" (TBD).
The coat, boots, pants, and tool
are sculpted. The hat is either
sculpted or else the actual hat.
The fire extinguisher and the fire
pull are actual vintage items.
The frame is made of aluminum
painted to match the building
trim, or a metal with a rusted
finish that is sealed and waxed.

The total area of the three smaller 9" x 9"
glass murals is approximately 9" x 36" with
a depth of 4" - 6" (TBD). The larger mural is
36" X 66" with a depth of 4" - 6" (TBD)
