PW-TRAN ACCEPTANCE OF BIDS AND AWARD OF CONTRACT FOR CONSTRUCTION OF THE COASTAL RAILTRAIL REACH 1 PROJECT NO. 4012 CITY MGR. \t^^ RECOMMENDED ACTION: Adopt Resolution No. 2013-277 accepting bids and awarding the contract to Portillo Concrete Inc. for construction of the Coastal Rail Trail Reach 1 Project No. 4012. ITEM EXPLANATION: The Coastal Rail Trail (CRT) Reach 1 Project is part of the regional Coastal Rail Trail, a multi-modal trail that will ultimately traverse from the San Luis Rey River in Oceanside to the Santa Fe Depot in San Diego. The CRT Reach 1 Project in Carlsbad will connect Oceanside's CRT at Eaton Street to Carlsbad's CRT Reach 2 near Oak Avenue/State Street intersection. The CRT Reach 1 Project will improve pedestrian and bicycle access, safety, and connectivity by constructing a multi-modal trail on the west side of Carlsbad Boulevard, bike lanes in each direction, and sidewalk on the east side of the roadway across the Buena Vista Lagoon. All these improvements are largely within the existing roadway footprint by repurposing the two northbound and southbound travel lanes to one lane in each direction. In addition, this project will improve the safety and connectivity of all modes of transportation at the Carlsbad Boulevard/State Street intersection by constructing a roundabout. Turning movements that were previously restricted will now be possible which will enhance mobility within and access to the village. Sharrow lanes will be installed on State Street to connect the roundabout at Carlsbad Boulevard/State Street with the existing CRT Reach 2 near the Oak Avenue/State Street intersection. On November 13, 2013, seven sealed bids were received forthe construction ofthis project as shown on the following table. Staff has completed Its review of the contract documents and has determined that they are in order. Staff recommends that Portillo Concrete Inc. be awarded the contract. FISCAL IMPACT: The Coastal Rail Trail Reach 1 Project was awarded an Active Transportation Grant by SANDAG in the amount of $800,000. The terms of the grant required matching funds from the city. On May 28, 2013 City Council authorized matching funds of $749,000 from the Gas Tax Fund. The project costs and available funding sources for the Coastal Rail Trail Reach 1 Project are shown in the table below. The $800,000 SANDAG Active Transportation Grant awarded to the city will be reimbursed by periodic grant reimbursements as construction proceeds. Because the Coastal Rail Trail has used Federal funds for preliminary engineering and environmental studies, the payment of prevailing wages is required for this project. ENVIRONMENTAL IMPACT: This project is exempt from California Environmental Quality Act (CEQA) review pursuant to CEQA Guidelines Section 15301(c) - minor alteration of existing facilities, including highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities involving negligible or no expansion of capacity. A Notice of Exemption was filed with the San Diego County Clerk on March 11, 2013. This project is also exempt from the National Environmental Policy Act (NEPA) review pursuant to NEPA regulations 23 CFR 771.117(c): activity (c)(3) - bicycle and pedestrian lanes, paths, and facilities. The city received a Notice of Categorical Exclusion from CalTrans, signed October 16, 2013. EXHIBITS: 1. FOR CONSTRUCTION OF THE COASTAL RAILTRAIL REACH 1 PROJECT NO. 4012. WHEREAS, the City Council of Carlsbad, California has determined that it is necessary, desirable, and in the public's best interest to construct the Coastal Rail Trail Reach 1 Project No. 4012; and WHEREAS, on September 10, 2013, the City Council of the City of Carlsbad approved plans for the construction ofthe Coastal Rail Trail Reach 1 Project No. 4012; and WHEREAS, seven sealed bids were received on November 13, 2013 by the City of Carlsbad for the construction of the Coastal Rail Trail Reach 1 Project No. 4012; and WHEREAS, the lowest responsive and responsible bid to construct said project was submitted by Portillo Concrete Inc. in the amount of $996,435; and WHEREAS, there are sufficient funds available to complete the project; and WHEREAS, prevailing wages will be paid on this project; and WHEREAS, subsection 3.28.040(C)(5) of the Carlsbad Municipal Code authorizes the City Manager to approve change orders In the amount equal to the contingency set at the time of project award. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 1 2. That the low bid of $996,435 submitted by Portillo Concrete Inc. for the ^ construction of the Coastal Rail Trail Reach 1 Project No. 4012 is accepted and the Mayor is 3 hereby authorized to execute a contract for this project. 4 3.
