RECOMMENDED ACTION;
Approve the Carlsbad Residential Traffic Management Progrann Phase II plans for Chestnut Avenue,
Pontiac Drive and Victoria Avenue and introduce Ordinance No. CS-238 to require stops on
Chestnut Avenue at its intersection with Ames Place, on Pontiac Drive at its intersection with Chestnut
Avenue and York Road, and on Victoria Avenue at its intersection with Haverhill Street.
ITEM EXPLANATION;
The Carlsbad Residential Traffic Management Program (CRTMP) is a three-phase program approved by
City Council to address speeding on residential streets. The CRTMP is designed to tackle speeding issues
by collaborating with the community and soliciting their input and support.
Over the past several years, staff has been working with the residents on Chestnut Avenue, Pontiac Drive
and Victoria Avenue to help reduce speeds utilizing Phase I of the CRTMP. Phase I utilizes educational
tools such as speed limit signs and pavement legends, police enforcement and portable speed feedback
signs to reduce vehicle speeds and enhance the quality of life in residential neighborhoods. Phase I
solutions have not resulted in the desired speed reductions so staff has worked with the community to
outline a Phase II solution. Phase II utilizes measures such as residential STOP signs to reduce the
uncontrolled length of residential streets to a more appropriate "residential neighborhood scale". By
introducing regularly spaced traffic control features such as STOP signs approximately 500 to 1,000 feet
apart, driving behavior can be modified and speeds reduced.
As part of the process outlined in Phase II of the CRTMP, a neighborhood meeting was held on
September 25, 2013 at Calavera Hills Community Park to present a proposed Phase II plan to the
residents on Chestnut Avenue, Pontiac Drive and Victoria Avenue. The meeting was used to hear
residents' concerns and to establish consensus for the plan. By the end of the public meeting, a
preferred Phase II plan was identified (see Exhibit 1).
The preferred Phase II plan proposes new ALL-WAY STOP locations at the following intersections:
• Chestnut Avenue/Ames Place
• Pontiac Drive/Chestnut Avenue
• Pontiac Drive/York Road
• Victoria Avenue/Haverhill Street

Implementation of Phase II requires that the preferred plan be supported by the residents using a mailed
survey. Neighborhood support is defined by a return rate of at least 50% and a minimum of 67% of
returned surveys to be in support of the plan. The survey results for the Phase II plans are shown in
Table 1.

The Traffic Safety Commission considered this matter at its meeting of December 2, 2013. Based on the
findings by staff and the public support indicated by the neighborhood meeting and the mail survey, the
Traffic Safety Commission unanimously recommended approval of the Phase II plans for Chestnut
Avenue, Pontiac Drive and Victoria Avenue and that ALL-WAY STOP control be established at the
following intersections:
• Chestnut Avenue/Ames Place
• Pontiac Drive/Chestnut Avenue
• Pontiac Drive/York Road
• Victoria Avenue/Haverhill Street
FISCAL IMPACT:
The installation of eight (8) STOP signs, STOP pavement legends, limits lines and STOP AHEAD signs will
cost approximately $9,000. Sufficient funds are available in the Streets Division budget.
ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines
Section 15301(c) - minor alteration of existing facilities, including streets, sidewalks, gutters, and similar
facilities involving negligible or no expansion.
