RECOMMENDED ACTION; Introduce Ordinance No. unnamed private street. CS-239 to require stops on Paseo del Norte at its intersection with ITEM EXPLANATION; Paseo del Norte serves as primary access to the auto dealerships located on Paseo del Norte between Cannon Road and Car Country Drive. The subject intersection h located approximately 1,200 feet north of Car Country Drive and features an unnamed private cul-de-sac that serves the Bob Baker Chrysler Volkswagen and the Hoehn Honda dealerships (see Exhibit 1). As part of this request, staff conducted field measurements of the existing sight distance at the subject intersection. The posted speed limit on this portion of Paseo del Norte is 35 miles per hour and the minimum stopping sight distance required for 35 miles per hour is 250 feet. Sight distance from the unnamed street was measured to be approximately 140 feet looking to the south (left) and approximately 169 feet looking to the north (right). The California Manual on Uniform Traffic Control Devices recommends consideration of an ALL-WAY STOP when there are ''locations where a road user, after stopping, cannot see conflicting traffic and is not able to reasonable safety negotiate the intersection unless conflicting cross traffic is also required to stop." Although sight distance could be increased somewhat by the prohibition of parking, staff does not support any additional parking prohibitions due the high demand for on-street parking. The Traffic Safety Commission considered this matter at its meeting of December 2, 2013. Based on the findings by staff, the Traffic Safety Commission unanimously supported staffs recommendation to implement ALL-WAY STOP control at Paseo del Norte at the unnamed street as presented. FISCAL IMPACT; The installation of two (2) STOP signs, STOP pavement legends, limits lines, painted crosswalk and STOP AHEAD signs will cost approximately $3,000.
