RECOMMENDED ACTION:
To receive a presentation from representatives of Poseidon Resources and the San Diego County Water
Authority regarding the Carlsbad Desalination project.
ITEM EXPLANATION:
Representatives from Poseidon Resources and the San Diego County Water Authority will give an update
on current and future activities relatingto the construction ofthe Carlsbad Desalination project.
FISCAL IMPACT:
None.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within the
meaning of CEQA in that it has no potential to cause either a direct physical change in the environment,
or a reasonably foreseeable indirect physical change in the environment, and therefore does not require
environmental review.

Community Outreach Update
Weekly Friday eBlasts continue with updates to Carlsbad residents, property owners and tenants.
Continued one-on-one outreach to Prana, Car Country, GIA,
Legoland, Carlsbad Sheraton, West Development etc.
Continued Carlsbad Research Center Outreach
Work to start in the CRC mid-late February.
Business Open House Scheduled for January 29. Invitation will hit mailboxes January 1.
Continued one-on-one meetings with Property Owners, Tenants and Property Management Companies.
January 8 - Media event at plant site to mark first year of construction.

CA Coastal Commission approval December 11th.
Carlsbad grants easements (Expected January 2014)
SDG&E grants easements (Expected January 2014)

KSD is awaiting a right-of-entry from West Development
Once they receive right-of-entry crews will begin jack and bore in front of West Bistro and Hotel.
The bore pit will be in place for up to 4 months, but
access to all businesses will be maintained at all times.
The work is estimated to begin early January.
