RECOMMENDED ACTION:
Adopt Resolution No. 2013-295 accepting the Parks & Recreation Department's needs
assessment and comprehensive action plan.
ITEM EXPLANATION:
In December 2012, after concluding an extensive request for proposals process, PROS Consulting was
selected to partner with staff to develop the department's needs assessment and comprehensive action
plan (Exhibit 2). PROS, RHA Landscape Architects-Planners and ETC Institute/Leisure Vision formed the
consulting team.
Parks & Recreation Department staff has devoted the past year to completing the report. The final
version, presented for Council's review and acceptance, is the culmination of a thorough public input
process that ultimately reflects Carlsbad's parks & recreation values and priorities. The report includes a
comprehensive action plan which will serve as a guide for CIP planning, and park, facility, and amenity
development over the next five years.
Since the draft report was first distributed and posted on the city's website on Oct. 31, staff and the city's
consultant made minor revisions (Nov. 8), including:
• Park and facility level of service standards specifically pertaining to park acreage were revised to
accurately reflect the actual park inventory (Exhibit 2, p. 78).
As a result of updates to page 78 ofthe report, the equity (service area) maps were revised as needed for
the final report (Exhibit 2, pp. 81-93).
After the Nov. 12 City Council workshop:
• Funding and revenue strategies (Exhibit 2, p. 106) and a conclusion (Exhibit 2, pp. 18 and 110)
were added to the report. The funding and revenue strategies were added to the final version of
the report after the draft recommendations were presented and feedback was received from the
City Council at the workshop.

The draft report and action plan has undergone an extensive internal and public review and comment
process during the past four months, including:
• City Council meeting - Sept. 10
• Parks & Recreation Commission - Sept. 30 and Dec. 4
• Senior Commission - Sept. 30 and Dec. 4
• City Council workshop - Nov. 12
Staff and the city's consultant presented the final draft report to the Senior Commission at their special
meeting on Dec. 4, 2013. The Senior Commission voted unanimously to recommend City Council
acceptance with the exception of one of the short term action items which states, "Modify two existing
tennis courts in well served areas to accommodate outdoor pickleball courts as determined by the equity
mapping" (Exhibit 2, pp. 16 and 104). The Commission suggested that the wording be changed to "[Study
the feasibility of modifying] X\NQ existing tennis courts in well served areas to accommodate outdoor
pickleball courts as determined by the equity mapping."
Additionally, staff and the city's consultant presented the final draft report to the Parks & Recreation
Commission at their special meeting on Dec. 4, 2013. The Parks & Recreation Commission voted
unanimously to recommend City Council acceptance ofthe report with no changes as submitted.
Mr. Neelay Bhatt, vice president, PROS Consulting, Inc., will provide a summary overview ofthe final
report, the key findings and analysis including levels of service and equity mapping, and the two big ideas
- all of which contributed to the comprehensive action plan and five year recommendations (Exhibit 2,
pp. 16-17, and 104-105).
FISCAL IMPACT:
Funding has previously been appropriated forthis contract. There is no fiscal impact associated with
accepting the final needs assessment and comprehensive action plan,
ENVIRONMENTAL IMPAa:
Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within the
meaning of CEQA in that it has no potential to cause either a direct physical change in the environment,
or a reasonably foreseeable indirect physical change in the environment, and therefore does not require
environmental review.

Arizona, predominately because they have outdoor public pickleball courts. It is the fastest growing sport for seniors and

I am disappointed that, although the City has spent considerable time and money hiring
and workmg with an outside consulting firm, the Council intends to ignore the results of
these professionals by tabling the Pickleball Courts to a further date.
Certainly one of the quickest, easiest, and least expensive improvements available to the

I am a Carlsbad resident writing to strongly advocate for outdoor Pickleball courts.
1 worked for two companies in Carlsbad and between the two, I worked 31 years in this city. I
became a resident of Carlsbad 6 years ago, because I thought highly ofthe community's resources. I
am a boomer, retired a couple of years ago and became an avid Pickleball player once my working
career was over.
I play three times a week with dozens of local friends, but would play more often if there were outdoor
courts in "my" town rather than having to drive to Oceanside to get outdoor play time. I'm just an
average player and don't aspire to win gold medals playing the sport, but do look forward to the
exercise. While indoor courts are nice to have, with the fantastic climate we enjoy in our part ofthe
state, outdoor play in the fresh air does wonders for the soul. And borrowing the expression, "If you
build it, they will come", many more people of all ages will come out to learn Pickleball ifthe courts
were available in their community.
Carlsbad has always been a community with excellent recreational facilities for its residents, so why
is the need for outdoor Pickleball Courts in the City of Carlsbad not being addressed more quickly. It
was brought to the City Council at least two years ago and a consultant was hired to determine the
need. Please, let this move forward with no more delays. We are counting on you to convert a
couple of tennis courts to pickleball courts.

I am writing regarding AB 21.468 Needs Assessment and Comprehensive Action Plan. My husband
and 1 encourage you to approve the report as recommended by your consulting team "without" the
suggested wording change by the Senior Commission. The Senior Commission is suggesting
continued study of modifying two existing tennis courts to accomodate pickleball courts The Needs
Assessment and Comprehensive Action Plan has already been studied for an entire year It would
seem to be a waste of staff time and tax payers money to continue to study the need for outdoor
pickleball courts in Carlsbad.
Pickleball has already proven itself to be a success in Carlsbad. The sport is offered three days a
week at Calavera gymnasium with over 2,000 players annually. The gymnasium only has room to
accomodate three pickleball courts. There is always a waiting list and many people give up because
ofthe long warts and don't come back. The city of Oceanside has converted two tennis courts into
eight pickleba I courts. Last year they had over 5,000 people playing. My husband and I have to drive
to Oceanside three times a week to play. As residents of Carlsbad we would like our city to provide
outdoor courts. Carlsbad has pride in their provision of programs and facilities for their residents but
they are falling behind in new sporting trends, such as pickleball.
The city of San Marcos is currently constructing pickleball courts, and last year the city of Laquna
Niguel converted two tennis courts into eight pickleball courts. The city of La Mesa is interested in
constructing courts and the Vista Parks and Recreation Commission is beginning to qather
information on pickleball. y y ^
Again, we encourage you to approve AB 21,468 with the recommendation of "modifying two existing
tennis courts in well served areas to accomodate outdoor pickleball courts as determined bv the
equity mapping". ^

As evidenced by the recent, November 10th through 17th, National Pickleball tournament
nationaltournament@usapa.org, which drew 644 participant from 39 states, Canada and the Netherlands, in
Buckeye, AZ; Pickleball is a rapidly growing sport both in the nation and in the world. The current facilities in Carisbad do
not support the number of players in Carisbad and in the surrounding region. The sport continues to grow in all age
groups in the area, as evidenced by the addition of Pickleball courts at the new High school being built in Poway. Tennis
has seen its heyday and will not be expanding as will Pickleball.
1 urge you to support the conversion of tennis courts to Pickleball courts in the City ofCarlsbad.

community regardmg opening Bike Parks In Carlsbad.
Dear Mayor Matt Hall, Mayor Pro Tem Mark Packard and Carlsbad Council Members:
rm writing today to ask for your support in creating a partnership between the local
cycling community and the City of Carlsbad. We would like to schedule a meeting with
the Council to discuss the idea of working together to open Bike Parks in Carisbad You
can think of a Bike Park being similar to a skate park but built of dirt, for bicycles and
being much less expensive.
Now 1 am 57 years old and very active (I also run all of Carlsbad^s races every year
includmg the marathon), but I discovered mountain biking four months ago and am so
taken by all the physical and mental challenges and benefits there are with this sport
and at a low cost... it is now my main recreational passion. However, it is a sport that
also takes a lot of skill and practice, and bike parks are really the best and safest places
to practice the many different bike skills. I wish I had discovered, and that more people
of all ages will discover, off-road biking for all its benefits and excitement, (if you haven't
tried it I invite you to.)
We have been active in the recent Parks Assessment Survey and Bike Parks have had
similar if not better results to Pickle Ball, which has been added to the short-term action
Item list. Unfortunately, a bike park was included in a very large "adventure park''
project This adventure park might be built in.4 ~ 5 years if it is found feasible. We
know that Bike Parks are feasible projects because they are being built all over the
country. Fillmore CA has just announced they will be starting a Bike Park Orange
County and Ventura Parks Departments are also currently reviewing plans.
As 1 mentioned eariier, opening a bike park in Carisbad has strong support I and
approximately 30 other bike park supporters attended the Carlsbad Parks and
Recreation Commission meeting on December 4**^ to show their commitment to the
project We were by far the larpest represented group (and the only sport represented
except for one tennis player). Unfortunately, neither the Staff nor Commission wouid
add a Bike Park to the Assessment Recommendation as its own action item to be
addressed in 2014. We are willing to volunteer time for construction and maintenance
and raise money to bring bike parks to Carlsbad. If Carisbad will work with us, we will
make It a success. . vvc wm

mind (Hosp Grove, Zone 5 Business Center, Poinsettia and Stagecoach Parks) and
concept drawmgs from other projects ready to discuss.

Park, as they have in a number of other communities nation^side. IMBA not only shares their
expertise in the design and construction of Bike Parks, but they also share their expertise in a
Municipality's Legal/ Liability aspects of Bike Parks as well.
I would love to have a bike park locally to take my granddaughter and godson to, which would allow
for graduated Mountain Bike sldlls development. Pooling the groundsweli of support from local
riders with the decades of experience that IMBA has in these matters should compel you to strongly
consider building a Bike Park sooner, than later.

Just a quick note. I'm not a resident ofCarlsbad but I ride La Costa/Denk Mtn fairly regulariy.
I spend money in Carisbaci. Be it lunch at the Pizza Port or a drink at the 7-11. When 1 read about people trying to build
bike park in Carlsbad, I thought "perfect idea". ^ ^ t B
I have heard there isn't city support.
I can tell you, there are hundreds of others like me. We'd come and come more frequently and spend more money if
there were a bike park.
That's more people employed, more sales tax dollars, more income tax for all and really a better overall environment.
"Play 60"... remember that phrase by the first lady?

1 hear that Carlsbad has the opportunity lo put in a bike park but they're not sure if it's the best thing right now?
That can be understandable if people assume that only skatcbocirder typo punk kids will be using a bike park. If
designed right, it could be something for eveiyone, punk kids, good kids, young adults, and distinguished
grownups. Hopefully, while considering the pros and cons of a bike park, the example of Viilmoni in Boulder,
Colorado was looked at. It's a park for everyone who rides and it facililates the culture of bike riding, which
hopefully the city ofCarlsbad has recognized as a good thing. More people on bikes, commuting to work,
alleviates traffic, more kids on bikes means they're not at home pla> ing video games contributing to the
childhood obesity epidemic.
Bike parks are popping up everywhere across the US. Hopefully Carlsbad will be the first to do it in San Diego
County.

I am a father of 3, husband, mountain bikers, trail users, coaches and community volunteer and I wish to
express my support for the local youth and cycling community by proposing the construction ofa Bike Skills
Park m the Carisbad.
The evidence of unauthorized features being built in open spaces surrounding the region is a cleai" indication of
the need for such a facility. Mountain Biking is a sport enjoyed by hundreds of our local adult citizens, yet our
children lack a safe, convenient space to gather with others in the community to learn lo ride on dirt.
Just in the past few years, many community lundcd Bike Skills Parks have been successfully constructed in
cities and towns across America. These parks are in various stages of planning and development around the
country as cities realize the numerous benefits they afford. This is an excellent opportunity to address a local
need and teach our youth how to become involved in civic and community development through a volunteer
supported bike park project of our own.
Bike Skills Parks provide kids, adults and families a resource for the development of bike-handling skills to
become more confident riders. These skills ultimately lead to more proficient riders both on trails and when
ridmg on the road. Most importantly, Bike Skills Parks promote healthy exercise and an appreciation of our
open spaces.
Knowing all the aforementioned benefits, 1 respectfully ask and encourage the citv ofCarlsbad to move ibrward

The sport of bike jumping on mountain bikes and bmx bikes is a growing sport among young kids
and adults. Our son is very active in the sport and picked a college in Colorado to attend because of
the states vision in regards to this up and coming sport. Carisbad offers skate parks but does not
offer anything for the large community of mountain bike enthusiasts who want to ride the dirt jumps.
Kids today need space to ride, jump and enjoy their sport. Carisbad has the ability to offer this and
join the other cities who have made this a priority for their tbrii! seeking community members.

I am writing in support ofthe the Parks and Recreation Department's 3-Year action plan to "reposition
some tennis courts in over-served areas as outdoor Pickleball courts". I do not agree with Jack
Nelson's concern that there is not sufficient demand for outdoor pickleball courts. I attended the initial
meetings with the outside consultant and it was clear there was strong support for Pickleball. I don't
understand Mr. Nelson's response.
I have been playing Pickleball for 5 years at Calavera Community Center on indoor courts. I have
spoken to so many of the players about the need for outdoor courts here in Carlsbad. Currently, if we
wish to play outdoors we have to drive 9-11 miles to Melba Bishop in Oceanside, or to Bobby Riggs
Tennis Club in Encinitas. There are no outdoor courts in Carlsbad. We have lost many players (and
their court fees) to these other communities. There is a huge demand for additional courts here in
Carlsbad. The number of players grows every day. This is now a national, actually international
sport. It is also a sport that is played by all ages, not just seniors. And the Indoor courts at Calavera
are often so busy, players leave and go elsewhere. We also have the problem that the courts are
given over to children's camp activities in the summer and we have nowhere to play in Carlsbad in the
summer months.
A couple of years ago there was a proposal to use the tennis courts near Kelly School. The courts
were in total disrepair, and the Pickleball community was willing to take on responsibility for
maintaining the courts If they were converted. The proposal was ignored, the courts were resurfaced
and painted as tennis courts. And what we see are children skateboarding and rollerskating on the
courts. They are hardly used for tennis.
I will be attending the council meeting tomorrow night. I hope you listen to the voices of the
community and provide us with outside courts.

My husband and I just moved to Carlsbad from Encinitas a year ago. We love it here and proudly call
it our home. We are also pickleball players and have seen the sport grow at least four-fold since we
started playing six years ago. More and more players are discovering this great sport and for that
reason more and more pickleball courts are needed. We really encourage you to do what you can to
provide the needed courts. You can be assured the courts will be regularly used.

IVly name is Bob Blanco and 1 reside at 1341 Corvidae Street in Carlsbad. I am here tonight before you to
plea for your support to move forward now with an outdoor pickleball venue in the City of Cadsbad. I
play pickleball regularly indoors at Calavera Community Center, but must travel to other local
jurisdictions to play outdoor pickleball. For me and many others, outdoor pickleball Is much more
satisfying and challenging because one must contend with the elements.
In the two years that 1 have been playing pickleball I have watched this sport grow rapidly in North
County, with people of all ages embracing it with great enthusiasm. It not only offers a competitive
element but the recreational, social and physical exerdse/health maintenance value It brings to the
participants, especially our seniors, Is often overlooked and underestimated. Pickleball has Introduced
me to some wonderful people that I would not have otherwise met.
For those in the Carlsbad community who prefer to study the need for an outdoor pickleball venue, 1 can
assure the Council that "If the City builds it, they will come". Just visit the Calavera Community Center
to witness the number of players attending and the resulting wait time each player must endure with
only 3 courts available. Additional study is not needed to arrive at the obvious conclusion that the
demand is already here.
This issue is all about supply and demand. The Council should not accept the amended report that
recommends pickleball needs to be studied further. As I travel around Carlsbad 1 notice many tennis
courts sitting idle, especially during week days. Whether the City converts and dedicates some tennis
courts for pickleball use only or decides on creating multiple use facilities such that court time is shared
and facility use is maximized is irrelevant to me. The demand has already been documented so Council
Members please do the right thing for this wonderful community by moving forward now with a plan to
establish an outdoor pickleball venue. Thank you for your consideration.

As a homeowner and full time resident of the beautiful city of Carlsbad, and a baby boomer, I would urge you
to consider transitioning just a few of the 44 tennis courts that are in the public parks system to pickleball
courts. People in their earlly 60's are the fastest growing segment of the U.S. population and pickleball is the
perfect way for them to get their outdoor exercise. It is because ofthis fact that pickleball is the fastest growing
sport in America. Oceanside, Escondido, San Marcos and now Encinitas, with some new pickleball courts at
the Bobby Riggs Tennis Arena have provided courts for this relatively new sport. All of the Del Webb
retirement commimities are now putting several courts in their existing and new facilities. This sport is not a
temporary rage that will soon fade out, but I believe is here to stay. Many of the tennis coiurts receive little use
and this would be a perfect way to get them back into action and to serve a large segment of Carlsbad's
population atthe same time.
I will be attending the coimcil meeting Tuesday evening to listen and hopefully participate in the discussion of
this matter.
