RECOMMENDED ACTION:
That the City Council adopts Resolution No.
Carlsbad's Community Activity Grants and Community Development Block Grant (CDBG) and Home
Investment Partnership (HOME) Funding Advisory Committees.
ITEM EXPLANATION:
The City of Carlsbad administers several grant programs which provide financial support for activities that
benefit Carlsbad residents and the larger community. The Housing and Neighborhood Services
Department administers two of these programs: Community Development Block Grant (CDBG)/HOME
Program and the Community Activity Grant (CAG) Programs. Both grant programs use citizen advisory
committees to assist in the development of funding recommendations for City Council consideration. To
improve efficiencies and reduce some duplicative efforts in the grant application review process, staff is
recommending that the Mayor and City Council consolidate the appointments of residents from the four
quadrants of the City and have the same appointees serve on both advisory committees, and make the
appointments to both committees at the same time. The Boards and Commission appointments are
slightly different between the two committees, with only a Senior Commissioner in common. The two
committees will continue to meet separately due to the slight variation in Boards and Commission
representatives, but they will utilize the same review schedule and Housing and Neighborhood Services
staff will be the liaison for both committees and coordinate the application review process by each
committee.
Community Development Block Grant (CDBG) ond HOME GRANT PROGRAM
The City receives federal funds to assist lower income families and individuals through the CDBG and
HOME Programs. The Citizen Participation Plan set forth for Carlsbad's CDBG/HOME Program specifies
the formation of a seven member Funding Advisory Committee to make recommendations regarding
funding allocations to the City Council. The Mayor, subject to the majority concurrence of the City
Council, appoints seven members to the Committee with the following representation: one Housing
Commissioner, one Planning Commissioner, one Senior Commissioner, and four citizens-at-large, one
from each quadrant of the City.

The following Committee Members were appointed for two-year terms on January 11, 2013, and wil
continue to serve one more year. No new appointments are needed for the following:

Northwest Quadrant Ray Pearson
Southeast Quadrant Marlene Towns
Southwest Quadrant Niki Coates
A two year appointment to the CDBG/HOME Advisory Committee is needed for the committee
representatives from the Housing Commission and the Northeast Quadrant. The Mayor has received the
following recommendations for appointments to the Committee:
Housing Commission Craig Kirk
Northeast Quadrant Shaunee Williams
Community Activity Grant (CAG) PROGRAM
The City Council also provides funds to organizations through the city-funded CAG Program, which
benefits the Carlsbad community by offering enrichment programs and helping to jump start and provide
seed money for new ideas. These enrichment programs can be ones developed to help improve the
quality of lives for residents or enhancement projects to help build better neighborhoods for Carlsbad.
The Mayor also appoints seven members to the CAG Advisory Committee with the following
representation: one Senior Commissioner, one Parks and Recreation Commissioner, one Library Board of
Trustee, and four citizens-at-large, one from each quadrant ofthe City.
If the City Council agrees with staff's recommendation, the CAG Advisory Committee will share the
following representatives with the CDBG/HOME Advisory Committee, for the next year:

Northwest Quadrant Ray Pearson
Southeast Quadrant Marlene Towns
Southwest Quadrant Niki Coates
The Mayor has received the following recommendations for the Board and Commission appointments
that are unique to the CAG Review Committee:

There is no fiscal impact to City funds when appointing Committee Members.

ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code Section 21065, appointment of advisory committee members does not
constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct
physical change in the environment, or a reasonably foreseeable indirect physical change in the
environment, and therefore does not require environmental review.

11 WHEREAS, the Citizen Participation Plan further specifies that the City Council
shall appoint seven members to the CDBG/HOME Funding Advisory Committee with the

following representation: one Housing Commissioner, one Planning Commissioner, one Senior

Commissioner, and four citizens-at-large (one from each City Quadrant); and

WHEREAS, the City Council appointed Niki Coates, Ray Pearson, Kerry Siekmann,

17 Marlene Towns and Dr. David Tweedy to the Advisory Committee for two-year terms on
18 December 12, 2012, and all other CDBG/HOME Funding Advisory Committee Members from
the 2013-2014 Program Year have completed their two-year terms and new appointments for
representatives ofthe Housing Commission and Northeast Quadrant are now required; and.
WHEREAS, City Council Policy 51 specifies the formation of a seven member
Citizen Grant Review Committee to make funding recommendations regarding Community
24 Activity Grants to the City Council; and
25 WHEREAS, City Council 51 specifies that the City Council shall appoint seven
community members with the following representation: four citizens-at-large (one from each

1 City Quadrant), one member of the Senior Commission, one member of the Library Board of
Trustee's, and one member ofthe Parks 8t Recreation Commission; and
WHEREAS, the Mayor, with the consent ofthe City Council desires to consolidate
the appointments for the two noted committees to the greatest degree practical and
appropriate.
NOW, THEREFORE, BE IT RESOLVED as follows:
1. That the above recitations are true and correct.
2. That the Mayor, with the approval of the City Council pursuant to CMC
Section 2.06.070, appoints the following members to the CDBG/HOME Funding Advisory
Committee for two year terms:
