DIREaOR CITY ATTORNEY CITY MANAGER 2014-003 appointing members to the City of RECOMMENDED ACTION: That the City Council adopts Resolution No. Carlsbad's Community Activity Grants and Community Development Block Grant (CDBG) and Home Investment Partnership (HOME) Funding Advisory Committees. ITEM EXPLANATION: The City of Carlsbad administers several grant programs which provide financial support for activities that benefit Carlsbad residents and the larger community. The Housing and Neighborhood Services Department administers two of these programs: Community Development Block Grant (CDBG)/HOME Program and the Community Activity Grant (CAG) Programs. Both grant programs use citizen advisory committees to assist in the development of funding recommendations for City Council consideration. To improve efficiencies and reduce some duplicative efforts in the grant application review process, staff is recommending that the Mayor and City Council consolidate the appointments of residents from the four quadrants of the City and have the same appointees serve on both advisory committees, and make the appointments to both committees at the same time. The Boards and Commission appointments are slightly different between the two committees, with only a Senior Commissioner in common. The two committees will continue to meet separately due to the slight variation in Boards and Commission representatives, but they will utilize the same review schedule and Housing and Neighborhood Services staff will be the liaison for both committees and coordinate the application review process by each committee. Community Development Block Grant (CDBG) ond HOME GRANT PROGRAM The City receives federal funds to assist lower income families and individuals through the CDBG and HOME Programs. The Citizen Participation Plan set forth for Carlsbad's CDBG/HOME Program specifies the formation of a seven member Funding Advisory Committee to make recommendations regarding funding allocations to the City Council. The Mayor, subject to the majority concurrence of the City Council, appoints seven members to the Committee with the following representation: one Housing Commissioner, one Planning Commissioner, one Senior Commissioner, and four citizens-at-large, one from each quadrant of the City.
