RECOMMENDED ACTION:
Adopt Resolution No. 2014-004 approving plans and specifications and authorizing the City Clerk
to advertise for bids for the Northwest Quadrant Storm Drain Improvement Program (Valley Street,
Highland Drive and Linda Lane), Project No. 6608.
ITEM EXPLANATION:
The Northwest Quadrant Storm Drain Improvement Program is a multi-year program to address non-
master drainage plan needs within the northwest quadrant of the City. Carlsbad Operations and
Maintenance staff was interviewed regarding their field observations and knowledge of drainage issues
throughout the northwest quadrant. Site locations were identified and prioritized based on
recommendations from field observations. The projects in the program and their status are listed on
Exhibit 3 for reference.
Three drainage improvement locations are included this fiscal year and their locations are shown on
Exhibit 2. Following are descriptions ofthe drainage improvements included in the project:
• Valley Street: Improvements at this location include construction of cross-gutter, storm drain
inlets to connect to an existing storm drain system and surface improvements to direct storm
flows to the inlets.
• Highland Drive south of Magnolia Avenue: Development of vacant lots and the addition of
hardscape on this street have increased runoff to existing low spots. Storm drain inlets will be
installed at the low spots and an 18-inch diameter pipeline will be installed to convey the storm
flows from the low spots to the City's storm drain collection system.
• Linda Lane: Surfacing groundwater has created a nuisance requiring significant maintenance
work on an ongoing basis. Inlets will be installed at the cul-de-sac and an 18-inch diameter
pipeline will be installed to convey the surface water and storm flow to the existing storm drain
pipeline in Monroe Street. A portion of the existing cross gutter damaged by nuisance run-off
will be removed and replaced.

FISCAL IMPACT:
Table 1 shows the current status ofthe Northwest Quadrant Storm Drain Improvement Program. More
specifically, the current status ofthe programs shows the expenditures of previously completed storm
drain improvements and the funds available to complete the projects in Valley Street, Highland Drive
and Linda Lane.

An Engineer's Estimate ofthe construction cost for the Northwest Quadrant Storm Drain Improvement
Program (Valley Street, Highland Drive and Unda Lane) was prepared by RBF Consultants, the
consulting engineer of wbrk for this project, on October 18, 2013, and totals $675,000. The total
estimated project cost is shown in Table 2.

The project is funded by both General Fund and Gas Tax Funds which require payment of prevailing
wages.
Constructing the drainage improvements at the three locations using one contract is more efficient
than separating the project into multiple contracts. The cost savings derived from bidding the projects
as one contract are due to the similarity of construction techniques on each drainage system, the
proximity ofthe projects to one another, and savings realized by ordering larger quantities of materials.
staff recommends to Council approving the plans and specifications and authorizing the City Clerk to
advertise for bids for the construction of Northwest Quadrant Storm Drain Improvement Program
(Valley Street, Highland Drive, and Linda Lane), Project No. 6608.
ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines
Section 15302(c), concerning replacement or reconstruction of existing facilities involving negligible or
no expansion of capacity.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND
AUTHORIZING THE CITY CLERK TO ADVERTIZE FOR BIDS FOR THE
NORTHWEST QUADRANT STORM DRAIN IMPROVEMENT
PROGRAM (VALLEY STREET, HIGHLAND DRIVE AND LINDA LANE),
PROJECT NO. 6608^ ^
WHEREAS, the City Council of the City of Carlsbad, California, has determined it
necessary, desirable, and in the public interest to construct the Northwest Quadrant Storm Drain
Improvement Program (Valley Street, Highland Drive and Linda Lane), Project No. 6608; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
equipment, transportation, and other expenses necessary or incidental to the Northwest
Quadrant Storm Drain Improvement Program (Valley Street, Highland Drive and Linda Lane),
Project No. 6608, have been prepared and are on file in the Public Works Department ofthe City
of Carlsbad and are incorporated herein by reference; and
WHEREAS, funding for said project has been appropriated from the General Fund and
Gas Tax Funds to cover all project costs and is sufficient.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the plans, specifications and contract documents for the Northwest
Quadrant Storm Drain Improvement Program (Valley Street, Highland Drive and Unda Lane),
Project No. 6608, are on file in the Public Works Department of the City of Carlsbad and are
hereby approved.

3. The City Clerk of the City of Carlsbad is hereby authorized and directed to
publish, in accordance with State law, a Notice to Contractors Inviting Bids for the Northwest

Project No. 6608, in accordance with the plans, specifications, and contract documents referred to
herein.
