Clerk ADOPTION OF AN ORDINANCE TO ESTABLISH ALL-WAY STOP CONTROLS ON CHESTNUT AVENUE/JAMES PLACE, PONTIAC DRIVE/CHESTNUT AVENUE, PONTIAC DRIVE/YORK ROAD AND ViaORIA AVENUE/HAVERHILL STREET CITY MANAGER RECOMMENDED ACTION: Adopt Ordinance No. CS-238, amending Title 10, Chapter 10.28 of the Carlsbad Municipal Code by revising Sections 10.28.120, 10.28.420, 10.28,991, and 10.28.992 to establish all-way stop controls at Chestnut Avenue/James Place, Pontiac Drive/Chestnut Avenue, Pontiac Drive/York Road, and Victoria Avenue/Haverhill Street. ITEM EXPLANATION: Ordinance No. CS-238 was introduced and first read at the City Council meeting held on December 17, 2013. The second reading allows the City Council to adopt the ordinance that will become effective thirty days after adoption. The City Clerk will have the ordinance or a summary of the ordinance published within fifteen days, if adopted. FISCAL IMPACT: See AB #21,464 on file in the Office ofthe City Clerk. ENVIRONMENTAL IMPACT: The project is exempt from the California Environmental (Quality Act (CECIA) per State CECIA Guidelines Section 1530(c) - minor alteration of existing facilities, including streets, sidewalks, gutters, and similar facilities involving negligible or no expansion. AND VICTORIA AVENUE/HAVERHILL STREET. The City Council ofthe City of Carlsbad, California, hereby ordains as follows: 3 SECTION 1: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended by 9 the revision of Section 10.28.120 to read as follows: 10 '10.28.120 Chestnut Avenue. 11 Drivers shall stop where the following described streets intersect Chestnut Avenue: Adams Street 13 Ames Place Donna Drive 14 Eureka Street Highland Drive Monroe Street Pio Pico Drive Pontiac Drive 17 Sierra Morena Avenue Valley Street West Haven Drive" SECTION 2: That Title 10, Chapter 10.28 ofthe Carlsbad Municipal Code is amended by the revision of Section 10.28.420 to read as follows: ''10.28.420 - Victoria Avenue. Drivers shall stop where the following described streets intersect Victoria Avenue: Haverhill Street Pontiac Drive" 1 (7 1 SECTION 3: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended by 2 the addition of Section 10.28.991 to read as follows: 3 "10.28.991 York Road.
