DEPT. Fire PREPAREDNESS CITY MGR. RECOMMENDED ACTION: Adopt Resolution No. 2014-015 accepting and appropriating additional FY 2012 State Homeland Security Grant Funds (SHSG) for emergency preparedness. ITEM EXPLANATION: On October 8, 2013 Council adopted Resolution No. 2013-244 for emergency preparedness ($21,838 for CRD AVATAR tactical robot). The accompanying Agenda Bill 21,390 detailed how the County of San DiegO; after reconciling county-wide reimbursement expenditures, is notifying local jurisdictions of unspent FY 2012 funds available to fund additional projects. On January 3, 2014, the County issued a second, and final, announcement of unspent FY 2012 regional grant funds available for local jurisdictions. The grant funds allocated to the City of Carlsbad are $27,820 for a TouchShare collaborative information sharing and decision-making system for Carlsbad's Emergency Operations Center. Previously on September 10, 2013, Council adopted Resolution 2013-223 approving the application for FY 2013 federal grant funds for the TouchShare. However, given the availability of unspent FY 2012 funds, it benefits Carlsbad to purchase the TouchShare system using FY 12 funds thus making the FY 2013 funds available to be evenly distributed between CFD and CRD public safety radios identified in Agenda Bill 21,357, which accompanied Resolution 2013-223. Homeland Security Grants are reimbursement grants, meaning local jurisdictions first use city general funds to purchase approved equipment and those purchases are later reimbursed by the federal grant funds. The State serves as the grantee and the County of San Diego serves as the sub-grantee. Equipment purchased using these grants must be from federally authorized equipment lists and generally support regional preparedness goals approved by the Unified San Diego Emergency Services Organization. FISCAL IMPACT: No matching funds are required for State Homeland Security Grants. All authorized SHSG-related expenditures are 100% reimbursable. There are no appreciable ongoing direct costs associated with the anticipated expenditures. Non grant-reimbursable network licensing and warranty costs will be accounted for in the Emergency Preparedness Division budget. Staff is requesting that Council authorize the Administrative Services Director to appropriate $27,820 to the Public Safety Grant Special Revenue Fund. Upon completion of the equipment purchase the Public Safety Special Grant Fund will be reimbursed. All expenditures and reimbursements will be completed before the close of FY 2013-2014. The Administrative Services Director is authorized to appropriate funds totaling 27 $28,640 to the Public Safety Grants Special Revenue Fund. 28 2. The SHSGP grant funds require no matching funds. Since all grant-related purchases and planning costs are 100% reimbursable, the City shall incur no costs. 3. That Council authorizes the receipt of grant funds. 1 5. In order to add the project to the workbook, please fill-in the attached workbook Equipment Ledger for the requested project (similar to a modification request to add a new line item). Also, please complete the EOC request form, ifthe Touch Table will be located in Carlsbad's EOC. After I have received approval from the State on the project and EOC request, then Carlsbad will be able to expend the funds.
