CITY MGR. m RECOMMENDED ACTION: 2014-017 Adopt Resolution No. revising a general employee job classification and amending the General Employee Salary Schedule. ITEM EXPLANATION: Staff recommends revising the Deputy City Clerk/Technician job classification and increasing the salary grade from salary grade 39 to salary grade 49. As a result of a retirement, the City Manager's Office and the Human Resources Department contracted with Williams and Sewell, Inc. to perform an organizational assessment ofthe City Clerk's Office. Key findings are listed below: > > > Job responsibilities are influenced by current incumbents' capabilities and experience, rather than City requirements. In some cases, current job descriptions, key responsibilities and titles are outdated compared to other agencies and the work actually being performed. Changes in organizational structure, City of Carlsbad work requirements and staffing changes through attrition have resulted in some incumbents being under-utilized, and/or completing the wrong level of work for their current classification. The records department is not fully integrated as part ofthe City Clerk's office, and there are missed opportunities for covering work and fully utilizing the skills and abilities of available staff. Records Management has been transferred from the City Clerk's Department to Administrative Services, a vacant clerical position has been eliminated and there is greater integration amongst the City Clerk's Office and City Manager's Office staff. The recent hire of an Assistant City Clerk provided an opportunity for final review and analysis ofthe study and to develop a succession plan for this highly specialized division. Staff recommends that the Deputy City Clerk/Technician job title be eliminated and that the job title Deputy City Clerk be adopted. Staff recommends that the proposed job specification. Exhibit 2, be leveled at salary grade 49 on the General Employees Salary Schedule, Exhibit 4. The proposed salary grade reflects current market data and internal leveling. Staff has met and conferred with Carlsbad City Employees' Association and the bargaining unit has agreed to the recommended changes. FISCAL IMPACT: The cost of salary and benefits to reclassify the incumbent Deputy City Clerk/Technician and the incumbent Administrative Secretary assigned to the division is approximately $5582 and is within the current personnel allocation ofthe FY 2013/14 budget for Policy and Leadership.
