PW/TRAN APPROPRIATION OF ADDITIONAL FUNDS AND APPROVE AN INCREASE IN THE CONTINGENCY FOR THE CONSTRUCTION OF THE PALOMAR AIRPORT ROAD AND COLLEGE BOULEVARD IMPROVEMENTS, PROJECT NOS. 6028 AND 6029 CITY MGR. authorizing the appropriation of additional funds and RECOMMENDED ACTION: Adopt Resolution No. 2014-028 approving an increase in the contingency for the construction of Palomar Airport Road and College Boulevard Improvements, Project Nos. 6028 and 6029. ITEM EXPLANATION; On November 6, 2012, the city council adopted Resolution No. 2012-240 awarding a contract to PAL General Engineering, Inc. for the construction of the Palomar Airport Road and College Boulevard Intersection Improvements, Project Nos. 6028 and 6029. On February 19, 2013, PAL General Engineering, Inc. was issued a notice to proceed and construction of the project commenced. In an effort to reduce impacts to the motoring public and to implement safe traffic control procedures, staff determined portions of the contract work along Palomar Airport Road should be completed at night or on weekends. The revised work hour requirement results in additional cost to the project. During the course of construction, it was discovered that San Diego Gas and Electric (SDGSiE) facilities, not previously identified, conflicted with the proposed storm drain alignment. The quoted cost from SDG&E to identify and relocate their facilities is $200,000. In lieu of relocating the SDG&E facilities, staff redesigned the storm drain system, altering the alignment and using alternative pipe materials. The construction cost for the revised alignment is estimated at $100,000. In order to complete the storm drain system contract work, staff is requesting Council increase the contract contingency by $165,000 and appropriate an additional $155,000 to the project budget. FISCAL IMPACT: The improvements for the intersection of Palomar Airport Road and College Boulevard have two funding sources. Project No. 6028 is funded by the Traffic Impact Fee (TIF) program and is appropriated for roadway improvements. Project No. 6029 is funded by the General Capital Construction (GCC) program and is appropriated for the storm drain improvements. An increase of $165,000 in the contract contingency and an additional appropriation of $155,000 to the General Capital Construction Fund is being requested for Project No. 6029.
