DIRECTOR MTG. 03/18/14 IMPROVEMENTS AND THE EXTREME CITY ATTORNEY DEPT. CED PLANCHECK PROCESS CITY MANAGER RECOMMENDED ACTION: That the city council receive a presentation from Community & Economic Development staff regarding innovative measures taken to dramatically reduce the time from first submittal to the start of construction for recent high-level priority projects within the city. ITEM EXPLANATION: In a continuing effort to adapt to changing demands of the development environment, and implement test programs that embody the city's strategic organizational values of Innovation and Excellence, staff has instigated a number of experimental changes to expedite the approval process and to push the limits of 'nimble government.' Many of these changes have been implemented in spite of aged permitting technology which, when upgraded, will allow full realization of process improvement potential. This presentation will give an overview of some of the measures taken and lessons learned on a number of recent priority projects, with some detail on the yiaSat expansion. Staff has shared this presentation at a Quarterly Management Meeting and a department-wide staff meeting. This process was undertaken specifically to expedite priority projects with significant impact to the city, either in support of large developments such as Westfield, or to support growth of one ofthe city's largest employers in the case of ViaSat. These test projects have shown that in specific cases, innovative methods can be employed without compromising the quality of projects in the city. These instances are coupled with continuing efforts to improve the process on all reviews in the department. FISCAL IMPACT: No funding is being requested at this time. ENVIRONMENTAL IMPACT: Pursuant to Public Resources code Section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect change in the environment, and therefore does not require environmental review.
