DEPT. 21,536 3/25/14 CED COMMUNITY ACTIVITY GRANTS FY 2013-14 FUNDING RECOMMENDATIONS DEPT.DIRECTOR CITY ATTY. CITY MGR. RECOMMENDED ACTION: That the City Council ADOPT Resolution No. 2014-046 accepting the funding recommendations by the Community Activity Grants Citizen Review Committee and disbursement of funds to the identified organizations on a reimbursement basis only. ITEM EXPLANATION: Under the guidelines established in Council Policy No. 51, a seven-member Citizen Review Committee was appointed by the City Council to review the FY 2013-14 Community Activity Grant applications and formulate funding recommendations to the City Council. The citizen review panel consisted of the following community members: one representative from each quadrant ofthe City and one member each from the Senior Commission, Library Board of Trustees, and Parks & Recreation Commission. The Committee recommendations are attached for review and approval by the City Council at this time. As background, a total of $10,000 was approved in the FY 2013-14 city budget and made available to the community for enrichment program grants. Applications for the grants were solicited and required to be submitted to the Housing & Neighborhood Services Department by December 20, 2013. A total of six (6) eligible grant applications were received by the City with funding requests totaling approximately $26,955. The Citizen Review Committee met twice during the month of February, 2014 to review and consider the individual grant applications. All grant applications were evaluated by the Committee based on the level of enrichment provided to residents or enhancement to neighborhoods or other community benefits, organizational experience and expertise, and scope or extent ofthe projects offered to the community. As a result of their review and evaluation, the Citizen Review Committee is recommending allocation of the full $10,000 in grant funding for five (5) ofthe six (6) requesting organizations. There is no specific evaluation criteria within City Council Policy No. 51, therefore the Committee used its discretion to make funding recommendations that it felt best met the intent of the Community Activity Grant program. Funding recommendations from the Citizen Review Committee are set forth in Exhibit 2, and are presented to the City Council at this time for approval. If the City Council desires to do so, it has the discretion to modify one or more of the final grant awards or approve the recommendations as presented by the Citizen Committee. All Grantees will be required to enter into a grant agreement with the City of Carlsbad and will be awarded the funds on a reimbursement basis only with proof of expense payments and in compliance with the agreement. No further appropriation is required, and there is no additional fiscal impact. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review.
