DEPT. 21,545 3/25/14 PW-TRAN INTRODUCE ORDINANCE TO DECREASE SPEED UMIT UPON ALICANTE ROAD FROM POINSETTIA LANE TO GATEWAY ROAD DEPT. DIRECTOR CITY ATTY. CITY MGR. RECOMMENDED ACTION: Introduce Ordinance No. cs-247 to decrease the existing 40 mile per hour speed limit upon Alicante Road from Poinsettia Lane to Gateway Road to 30 miles per hour. ITEM EXPLANATION: Based on the Engineering and Traffic Survey dated June 9, 2008, this portion of Alicante Road is currently posted at 40 miles per hour. Alga Norte Community Park is located on the northwest corner of Alicante Road and Poinsettia Lane and was opened to the public at the beginning of the year. As part of the roadway improvements for the park, bike lanes were painted on both sides of Alicante Road from Town Garden Road to Poinsettia Lane to encourage bicycle travel and narrow vehicle travel lanes. ALL-WAY STOP control was installed at the two park driveways on Alicante Road. Due to the changed conditions on Alicante Road, a new speed survey was conducted on January 14, 2014, that resulted in a critical speed determination of 33 miles per hour. Based on the requirements found in the California Vehicle Code and the California Manual on Uniform Traffic Control Devices, a posted speed limit of 30 miles per hour was determined to be appropriate. At their meeting on March 3, 2014, the Traffic Safety Commission considered the results of the Engineering and Traffic Survey to revise the speed limit upon Alicante Road from Poinsettia Lane to Gateway Road. The Traffic Safety Commission recommended, by a 4-0 vote, that the existing 40 mile per hour speed limit on the subject portion of Alicante Road be reduced to 30 miles per hour. FISCAL IMPACT: The replacement of six (6) speed limit signs will cost approximately $1,200. Sufficient funds are available in the Streets Maintenance budget.
