RECOMMENDED ACTION;
Adopt Resolution No. 2014-054 approving public artwork concept design for the Coastal Rail Trail
Roundabout.
ITEM EXPLANATION;
The City of CaHsbad has a demonstrated commitment to fostering art and culture in the community,
understanding that the arts can enliven the built environment and add to the city's quality of life. One
way the city supports the arts and embodies these core values is by incorporating public artwork into its
eligible civic projects.
The Coastal Rail Trail Roundabout is one ofthe city's most recent civic projects identified to have a
public art component included as part of its construction with a City Council total project allocation of
$100,000. The Cultural Arts Office has worked closely with artist Roger Stoller, the Arts Commission and
a variety of internal and external stakeholders to develop the proposed artwork for the roundabout. On
March 6, 2014 the Arts Commission approved the Stoller artwork proposal and recommended the
design be sent to City Council for approval (Exhibit 2). The next step in the public art process is for City
Council to approve the artwork concept design so the artist may be contracted to fabncate and install
the proposed artwork at the site.
The City of CaHsbad Cultural Arts Office manages the city's public art program and follows an
established process for developing public art projects, which includes extensive stakeholder input and
involvement. As part of this process, following a national call request for qualifications, city staff
convened a Public Art Selection Committee to select an artist for the project. This committee included
architects, community representatives, public art consultants. Arts Commission representatives, and
staff representing Public Works Transportation Division as well as the Cultural Arts Office.
The artist met with the project team and stakeholders from the community to develop the artwork
design concept which was presented to the Arts Commission on February 6, 2014.

The Arts Commission approved the design concept for display and public comment. Artwork displays
were installed at the Cole and Dove Libraries and information was posted on the City web site and
distributed to local media outlets. At their March 6, 2014 meeting, the Arts Commission reviewed the
public comments and approved the artwork design which is recommended to City Council for final
approval.
The location and installation details ofthe approved artwork have been fully coordinated with the City's
Project Manager and with landscape architects from the firm Schmidt Design Group. The artwork will
consist of an approximately ten foot spiraling stainless steel sculpture with metal lace created with a
collage of iconic images and themes representing CaHsbad.
The artist's design concept incorporates iconic images and themes that were recommended by the
project team and community stakeholders. These images include waves, ocean sunset, bird of paradise,
gray whale, California brown pelican, lined shore crab and the great blue heron.
Staff recommends City Council approve the public artwork design concept for the Coastal Rail Trail
Roundabout.
FISCAL IMPACT; NO NEW FISCAL IMPACT
Council previously appropriated General Capital Construction funds and Public Facilities Fee funds forthe
roundabout project and allocated $100,000 for the public art elements. There are sufficient remaining
appropriations to carry out the fabrication and installation ofthe proposed and approved art elements for
the roundabout. The public art project budget is as follows:

ENVIRONMENTAL IMPACT;
This project is exempt from California Environmental Quality Act (CEQA) review pursuant to CEQA
Guidelines Section 15301(c) - minor alteration of existing facilities, including highways and streets,
sidewalks, gutters, bicycle and pedestrian trails, and similar facilities involving negligible or no expansion
of capacity. This exemption was also used for the Coastal Rail Trail Roundabout, for which a Notice of
Exemption was filed with the San Diego County Clerk on March 11, 2013.

5 WHEREAS, the City Council of the City of Carisbad, California, has shown its
6 commitment to fostering art and culture in the community by incorporafing public art into
7 its eligible civic projects; and
^ WHEREAS, the City Council of the City of Carisbad, California, identified the
Coastal Rail Trail Roundabout as one of the city's most recent civic projects to have a
public art component included as part of its construcfion; and
WHEREAS, the City Council ofthe City of Carisbad, California, approved an
allocafion of $100,000, which is provided for by Carlsbad Municipal Code Chapter 2.18;

13 WHEREAS, the Cultural Arts Office ufilized the public arts process, conducted an
16 open competifion and artist Roger Stoller was selected by the Coastal Rail Trail
17 Roundabout Public Art Committee; and
18 WHEREAS, on March 6, 2014 the Arts Commission approved the Stoller artwork
proposal and recommended the design for City Council approval.
