RECOMMENDED ACTION:
Adopt Resolution No. 2014-058 to authorize appropriation of funds and to purchase and install one
hundred and ten (110) decorative LED street light fixtures to complete the Village Safety Lighting project,
Project No. 4018.
ITEM EXPLANATION:
As part of the FY2013-14 budget process. City Council approved the appropriation of $210,000 for the
Village Safety Lighting project as a Capital Improvement Program project. Staff has studied the lighting
needs through collaboration with Urban Place and recommends purchase and installation of decorative
LED street light fixtures to replace the existing street light fixtures In the Village area. LED fixtures have
proven to be cost effective and are becoming the industry standard for street lighting. The proposed LED
fixtures incorporate adaptive control for improved cost efficiency and light output control. The
installation of an adaptive control gateway will offer the ability to control light output so that individual
lights can be brighter where more light is needed and dimmed in areas where ambient light is available.
This will result in reduced energy bills and provide more accurate energy billing since costs will be
associated with actual usage and not at a flat rate, as is the case with the current lighting system.
Staff has identified the need to purchase 110 new decorative LED street light fixtures to complete the
Village Safety Lighting project. This includes fixtures for four new street light poles on State Street that
are currently being installed. Carlsbad Municipal Code Section 3.28.100 allows the Purchasing Officer to
buy goods and/or services directly from a vendor at a price established by another public agency when
the other agency has made their purchase in a competitive manner. The City of San Diego conducted a
thorough and competitive bid process for this specific light fixture. They received bids on August 6, 2013
and selected the bid submitted by Southern Contracting Company for purchase and installation of
decorative LED street light fixtures in the City of San Diego. The City of San Diego contract has a
"piggyback" procurement clause that allows other public agencies to procure identical equipment and/or
services at the costs outlined In the contract. Staff has received a quote from Southern Contracting
Company honoring the procurement clause to furnish and install the 110 new fixtures in the City of
Carlsbad for a total amount of $209,678.

FISCAL IMPACT:
The project cost breakdown is as follows:
110 decorative LED street light fixtures in the Village $209,678
4 street light poles on State Street $25,000
Total Project Cost $234,678
Total Amount Appropriated for this Project $210,000
Additional Appropriation Required $24,678
A total of $210,000 in General Capital Construction funds were appropriated in the 2013/14 Capital
Improvement Program. Due to the 4 new street light poles proposed for State Street, the total project
cost is $234,678. An additional appropriation of $24,678 from the General Capital Construction fund is
required to complete the project.
ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines
Section 15301(c) - minor alteration of existing facilities, including streets, sidewalks, gutters, and similar
facilities involving negligible or no expansion.

WHEREAS, the City Council of the City of Carlsbad, California, has determined it

J necessary, desirable, and in the public interest to complete the Village Safety Lighting Project;

^ WHEREAS, Carlsbad Municipal Code Section 3.28.100 allows the Purchasing Officer to

buy goods and/or services directly from a vendor at a price established by another public

agency when the other agency has made their purchase in a competitive manner; and

WHEREAS, the Purchasing Officer has determined that it is in the best interests of the
14 City of Carlsbad to utilize a bid from the City of San Diego; and
15 WHEREAS, the City of San Diego Bid K-13-5977-DB1-3-C contains a "piggyback" procurement

clause that allows other public agencies to procure equipment and/or services from Southern

Contracting Company; and

WHEREAS, a cost proposal in the amount of $209,677 has been submitted by Southern
19
2Q Contracting Company to the City of Carlsbad; and
21 WHEREAS, additional funds in the amount of $24,678 need to be appropriated in order
22 to complete the Village Safety Lighting Project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows that:
1. The above recitations are true and correct.
1 2. The cost proposal submitted by Southern Contracting Company, in the amount

of $209,677 is hereby accepted and the Mayor is hereby authorized to execute a contract on

behalf of the City for the completion of the Village Safety Lighting project.

^ 3. The Administrative Services Director is hereby authorized to appropriate $24,678
6 from the General Capital Construction fund to Project No. 4018 for completion of this project.

10.10. Project Schedule
10.10.1. The City has established the following tentative milestones for the Project:
a. QECB phase funding deadline of: March 15, 2014
b. Issue Notice of Completion June 2014
For the Contract Time refer to Contract Front End Volume 1, Notice
Inviting Bids (see Attachments).
10.11. Acknowledgement of Addenda
The Design-Builder shall confirm in its Proposal the receipt of all addenda issued to
this RFP. Failure to acknowledge all addenda issued, will result in the Proposal
being considered non-responsive and ineligible for further consideration.
10.12. The agreement, terms and conditions are included in The City's Front End Contract
Documents Volume 1 and 2, The GREENBOOK Part 1, The WHITEBOOK e.g., the
City Supplement and the Funding Agency Provisions as included in the Contract.
10.13. Qualified Energy Conservation Bonds (QECB) deadlines dictate a requirement
to spend $3.5 million dollars for lights purchased and installed by March 15
2014. See Attachment A-3.
10.14. Piggyback Procurement. It is intended that any other public agency (e.g. city,
county, district, public authority, public agency, municipality, or other political
subdivision of Califomia) located in the State of Califomia has an option to procure
identical equipment and/or services as set forth in the Proposal. The City of San
Diego incurs no financial responsibility in connection with orders issued by another
public agency. The participating public agency shall accept sole responsibility for
placing orders or making payments to file vendor.

Dear Ms. Versteeg,
Thank you for the opportunity to supply and install 110 decorative post top luminaires to the City of
Carlsbad. We have developed our quotation for turnkey procurement, installation and commissioning
based on our existing City of San Diego Decorative Post Top Replacement Project Involving the
conversion of 3,000 HPS acorn-style luminaires. Though the luminaire unit pricing is identical,
Carlsbad will receive its luminaires with a black finish. The system will include the following at the

We have included a copy of the San Diego GE Post Top Specifications for reference. The part #s have
been slightly modified to comply with the new GE part numbering schema and the specified black
color.
We look forward to receiving a purchase order form Carlsbad, placing our order, then getting these
lights installed and commissioned before school is out.
