RECOMMENDED ACTION:
Adopt Resolution Nos. 2014-063 and 2014-064 _, appointing two members
to the Planning Commission.
ITEM EXPLANATION:
The term of Commission Member Victoria Scully expires in April 2014. She was appointed in May, 2011,
replacing Commission Member Bill Dominguez, and has served two years and eleven months. Ms.
Scully is eligible, and has expressed a desire, to be reappointed.
The term of Commission Member Kerry Siekmann expires in April 2014. She was appointed in January,
2011, to complete the term of Farrah Douglas, and has served three years and two months. Ms.
Siekmann is also eligible, and has expressed a desire, to be reappointed.
Other members of the Planning Commission are: Velyn Anderson, Arthur Neil Black, Stephen "Hap"
L'Heureux, Michael Schumacher and Jeff Segall.
Two appointments to the Planning Commission are therefore required.
NOTE: Members of the Planning Commission are subject to the provisions of the Political Reform
Act, and must file a Statement of Economic Interests.
Applications are on file in the Office ofthe City Clerk.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within
the meaning of CEQA in that it has no potential to cause either a direct physical change in the
environment or a reasonably foreseeable indirect physical change in the environment, and
therefore does not require environmental review.

It has been an honor and privilege to be a member of the City of Carlsbad Planning Commission
for the past three years. It has been a pleasure to serve the residents of Carlsbad over that
period of time. I believe I have taken my responsibility seriously and have made thoughtful and
well informed decisions that have benefited the community as a whole. I prided myself on
taking the time to understand the facts and issues that came before the Commission. I would

Mayor Hall and Council,
First I would like to thank you for the opportunity to have served as a Carlsbad Planning
Commissioner. I have enjoyed the position immensely and have learned so much about our
