DEPT. 21,566 4/15/14 L&CA DISCUSS AND PROVIDE DIRECTION ON ADDITIONAL SCOPE FOR LIBRARY CAPITAL IMPROVEMENT PROJECTS DEPT. DIRECTOR CITY ATTY. CITY MGR. ^ RECOMMENDED ACTION: Staff recommends that City Council discuss the additional scope options for capital improvement projects scheduled forthe Georgina Cole Library (Cole Library) and the Carlsbad City Library on Dove Lane (Dove Library), consider staff recommendations for revised scope of work, and provide direction. ITEM EXPLANATION; The FY 2013-14 Capital Improvement Plan (CIP) budget included funding for projects at both library facilities for maintenance and repair (recarpeting, repainting, etc.) and refurbishments that could be efficiently completed while the facilities are closed, minimizing impacts on the public from multiple closures. The goals for both projects are to provide flexible use of space to meet current and future service demands and improve access to services and information via wireless and technology upgrades. Subsequent to approval ofthe FY 2013-14 CIP, the City Manager's office directed staff to reevaluate both the projects to consider additional refurbishments that would create world class facilities and deliver best value services to the community. Staff also contracted with Kitchell, Inc. for project management services and to prepare a request for proposals for design services for both projects, which required validation of the project estimates and schedule. Based on Kitchell's more detailed vetting, the current project budgets are not adequate to support the base/original scopes of work. Staff recommends that City Council discuss the additional refurbishments considered, fiscal issues, and provide direction. FISCAL IMPACT: The recommended action to discuss and provide direction does not have a fiscal impact. Depending upon City Council's direction regarding the scope of work for either project, staff would return with recommended funding sources and the fiscal impact.
