RECOMMENDED ACTION:
To receive an update from staff regarding the status of the City of Carlsbad's employee learning and
development plan.
ITEM EXPLANATION:
The City Council will be provided with an update on the status ofthe City's employee learning and
development efforts.
FISCAL IMPACT:
None.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the
meaning of CEQA in that it has no potential to cause either a direct physical change in the environment,
or a reasonably foreseeable indirect physical change in the environment, and therefore does not require
environmental review.
EXHIBITS:
1. City Council Employee Learning and Development Plan Update report dated April 15, 2014, on file in
the Human Resources Department.

Dear Mayor Hall and Members of the City Council,
Your unanimous decision last year to support the Capital
Improvement Projects for the Cole and the Dove Libraries confirmed
your commitment to providing our citizens and our patrons with the
kind of environment and services which have each year earned all our
libraries the highest possible praise.
As Library Director Pizzuto noted during her presentation today,
subsequent more detailed planning has identified issues and items
that had not originally been part ofthe CIP proposal but are now
deemed either essential or prudent as part of the on-going project.
And, yes, they add additional cost to the project. But, continuing and
completing this improvement project to both the Cole and the Dove
will extend and enhance the services which both buildings provide.
After seeing the presentation on the city's up-dated General Plan, and
noting the section labeled Highlights: Library policies, it seems clear
that the proposal to fully fund these proposed additional renovations
will help the city to meet its stated goals.
I strongly urge you to continue your unanimous support for this CIP
proposal.
