ITEM EXPLANATION:
On September 9, 2013, Council adopted Resolution No. 2013-223 authorizing the City Manager
to apply for State Homeland Security Grant funds for Carisbad Fire and Police Departments for
emergency preparedness. San Diego County, which administers the SHSG Program for the
region, has been awarded FY 2013 SHSG funds (Exhibit 2). The grant funds allocated to the
City of Carisbad are $ 71,062. Planned expenditures include:

The enhancements these expenditures produce increase City of Carisbad incident response
capabilities while promoting regional mutual aid and interoperability. Equipment is first
purchased and paid for by the city. Paid invoices for SHSG-related purchases are then sent to
the San Diego county Office of Emergency Services for full reimbursement to the city. Planning
costs are similariy expended and reimbursed. The Fire department will be administering the FY
2013 grant allocation to the city.

FISCAL IMPACT:
No matching funds are required for the State Homeland Security Grants. There are no on-going
costs associated with these purchases. SHSG is a reimbursement grant and all grant-related
expenditures are 100% reimbursable. Staff requests that the City Council appropriate the $71,062
grant award to the Public Safety Grants Special Revenue Fund for the planned expenditures. The
city will be reimbursed by periodic grant reimbursements. All grant reimbursements are anticipated
to be completed before the close of FY 2013-2014.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change
in the environment, or a reasonably foreseeable indirect physical change in the environment,
and therefore does not require environmental review.

WHEREAS, the City of Carisbad Fire and Police Departments are eligible to
receive federal grant funds through the FY 2013 State Homeland Security Grant
Program (SHSG) for emergency preparedness.
11 WHEREAS, the total amount of the grant is $71,062.
12 WHEREAS, the Fire Department will be administering the SHSGP grant funds on
13 behalf of the City.
NOW, THEREFORE. BE IT RESOLVED by the City Council of the City of
Carisbad, California, asfoHows:
1. That the above recitations are true and correct.
2. The SHSGP grant funds require no matching funds. Since ail grant-related
JC) purchases and planning costs are 100% reimbursable, the City shall incur no

21 3. That Council authorizes the receipt of grant funds.

4. The Administrative Services Director is authorized to appropriate funds
totaling $71,062 to the Public Safety Grants Special Revenue Fund.

associated with the FY 2013 State Homeland Security Grant Program

Dear Director Crawford;
The Califomia Govemor's Of&ce of Emergency Services (Cal OES) has approved your FY13
Homeland Security Grant Program (HSGP) award in the amount of $2,974,940. Once your
completed application is received and approved, you may request reimbursement of eligible
grant expenditures using the Cal OES Financial Management Forms Workbook available at
www.caloes.ca.eov.
During the review process, a Cal OES representative examined and evaluated your FYI 3 HSGP
grant application. As a result ofthis review, some of your funded projects may have been
assigned perfonnance milestones shorter than the subgrantee performance period, based in part
on information provided in your application and submitted workbook. Perfonnance milestones
will be used by Cal OES to both detennine the appropriate date to disencumber fimds awarded
under this grant and re-direct them to other needs across the State and as indicators of
perfonnance and grant management capacity in future competitive grant applications.

Additionally, A\dati6n/Watercraft requests, Establish/Enhance Emergency Operations Center
(EOC) projects, projects requiring EHP review and sole source procurement requests vnll require
additional approvals firom C^al OES. Subgrantees must obtain written approval for these
activities prior to incurring any costs, in order to be reimbursed for any related costs under this
grant. Subgrantees are required to obtain a performance bond for any equipment item over
$250,000, or any vehicle, aviation, or watercraft (regardless of the cost) financed with homeland
security dollars. Please submit perfbrmance bonds to your Program Representative.

Following acceptance ofthis award, you must enter your grant uiformation into the U.S. Office
of Grants and Training, Grant Reporting Tool (GRT), for the December 2013 Biannual Strategy
Implementation Report (BSIR) period. The GRT can be accessed online at
httDs://wAvw.reportiri[ti.QdD.dhs.eov/. Semi-annual performance reports must be prepared and
submitted to Cal OES \'ia the GRT for the duration ofthe grant period or until all activities are
completed and the grant is formally closed. Failure to submit perfonnance reports could result in
grant reduction, suspension, or termination.
This grant is subject to all policies and provisions of the Federal Single Audit Act of 1984 and
the Single Audit Act Amendments of 1996. Any fimds received in excess of current needs,
approved amounts, or those found owed as a resuh of a final review or audit, must be refunded to
the State within 30 days upon receipt of an invoice from Cal OES.
