PW-UTIL APPROVE FIRST AMENDMENT WITH CITY OF VISTA TO THE AMENDED AND RESTATED AGREEMENT FOR OWNERSHIP, OPERATION AND MAINTENANCE OF THE VISTA/CARLSBAD INTERCEPTOR SEWER CITY MANAGER 1^ RECOMMENDED ACTION: Adopt Resolution No. 2014-083 to approve the First Amendment to the Amended and Restated Agreement for Ownership, Operation and Maintenance of the Vista/Carlsbad Interceptor Sewer between the City of Carlsbad and the City of Vista. ITEM EXPLANATION; The Vista/Carlsbad Interceptor Sewer System extends from the Encina Water Pollution Control Facility (EWPCF) to the northeast corner of the City of Carlsbad where wastewater from Vista is conveyed into Carlsbad and ultimately the EWPCF for treatment. The V/C Sewer System is separated into pipeline Reaches 1 through 15 and the percentage ownership in each reach varies as wastewater flow from Carlsbad enters the pipe carrying wastewater from Vista. On June 11, 2013, the City of Vista and the City of Carlsbad entered into a master agreement titled "Amended and Restated Agreement for Ownership, Operation and Maintenance of the Vista/Carlsbad Interceptor Sewer". The Master Agreement defines operation and maintenance responsibilities and identifies the proportionate share of costs for improvements to the Vista/Carlsbad Interceptor Sewer that are to be shared between Vista and Carlsbad. The City of Vista has applied to the Clean Water State Revolving Fund (CWSRF) Program administered by State Water Resource Control Board (SWRCB) to fund their proportionate share of construction costs for forthcoming improvements to Reaches IIB through 15 of the Vista/Carlsbad Interceptor Sewer. As a condition for funding the project, Vista is required to execute an Installment Sales Agreement with CWSRF. The Installment Sales Agreement requires that Operations and Maintenance ofthe Vista/Carlsbad Interceptor Sewer continue in effect forthe term ofthe CWSRF Installment Sales Agreement. The extension ofthe term ofthe current Master Agreement from December 31, 2032 until December 31, 2042 through this first amendment satisfies the CWSRF condition. The Vista City Council approved the First Amendment to the Amended and Restated Agreement for Ownership, Operation and Maintenance ofthe Vista/Carlsbad Interceptor Sewer between the City of Carlsbad and the City of Vista on May 13, 2014. FISCAL IMPACT: The City of Vista and the City of Carlsbad entered into a master agreement for ownership, operation, and maintenance ofthe Vista/Carlsbad Interceptor Sewer on June 11, 2013. No changes in terms of ownership or maintenance costs are associated with this Amendment. However, the annual maintenance cost to the City of Carlsbad will be extended for another 10 years with this amendment. Current annual maintenance costs to the City of Carlsbad are approximately $700 per year based on the terms ofthe agreement. Below are the Concrete Pipe and Concrete Industry's comments and request for your consideration... ^ Reinforced Concrete Pipe (RCP) with polymer liners havebeen used on numerous micro-tunneling projects across the US and in Califomia. / RCP with polymer liners is included as an option on the direct bury section ofthe project and my industry thanks the City of Carlsbad for that opportunity •J Our industry's concem is that there is a limited number of products, with the possibility of one fiber glass pipe, that are being allowed on the micro-tunneling portion of the project •J I think everyone can agree with the Concrete Pipe and Precast Industry that when there are more proven options available when a project bids, this will ensure the most competitive price for the contractors, owners and tax payers ^ I spoke with Nada Pacific contractors from Camthers, CA this moming regarding two fairly recent and very successful micro-tunneling projects with RCP o Lakeshore Tmnk Sewer North Reach Project for Elsinore Valley Municipal Water District where ~11,000 linear feet of 54" diameter RCP with polymer liners Sanitary Pipe was installed using micro-tunneling o Miller Park to Pershing Sewer Separation Project in Omaha, Nebraska where -1300 linear feet of 60" Diameter RCP was installed using micro- tuimeling (not lined pipe) o The individual I spoke with at Nada Pacific said that he does not like to bid projects with only one or two products for a specific application. Therefore, I respectfully request on behalf of the Califomia Precast Concrete Pipe and Precast Industry that the City of Carlsbad includes RCP with polymer liners as an altemate sanitary sewer product for the micro-tunneling portion in addition to the direct bury section for this project. As part of the Lakeshore Trunk Sewer North Reach project, more than three miles of sewer pipeline will be installed from Third Street to Elm Street in Lake Elsinore. (See map on reverse side.) The construction work is anticipated to begin in late 2009/early 2010 and last approximately 18 months. As part of construction, a tunnel will be built so that a portion of the pipeline can be installed without having to dig a large, deep trench in front of the Senior Center. In order to access the tunnel, large vertical access holes will be installed along the tunnel alignment. One of the access holes will be placed directly in front of the Lake Elsinore Senior Center and another access hole will be at the nearby Lake Elsinore Senior Village community. Senior center visitors can expect the following during construction: • Increased truck/construction traffic • Road detours • Noise • Dust • Vibrations • Possible temporary on-street parking Access to the Senior Center, Senior Village community and Lakepoint Park will be available at all times. In addition, EVMWD's construction management team will closely monitor construction activities in order to minimize impacts and ensure all work is done within normal construction guidelines and noise abatement procedures. We encourage visitors to drive slowly and to stay away from the construction activity and equipment for safety purposes. Box 3000 Lake Elsinore, CA 92530-3000 Hotline: (951) 893-7116 www.evmwd.com Specially Designed Reinforced Concrete Jacking Pipe for Stormwater Conveyance By Rick Phillips, Manager of Sus/ness Development American Concrete Products Company RPhillips@amconco. com The Miller Park to Pershing Sewer Separation Project', designed by Caroilo Engi- neers, Inc., included approximately 2,300 feet of 60-inch diameter sewer for stormwa- ter conveyance in the Miller Park area of Omaha, Nebraska. A majority of the convey- ance sewer (1,300 feet) was completed utilizing tunneling methods. The completion of the project resulted in removing stormwater flows from a combined sewer, thereby reducing the potential for upstream flooding, local rain-induced basement backups, and the combined sewer overflow volume at a combined sewer outfall. Given anticipated groundwater depth, the soil conditions, and the overburden,' ^ with a microtun- neling machine was specified. Specially designed reinforced concrete pipe was the only product considered for the tunnel that was completed in October 2013. The jacking pipe ' was designed according to AST M _C 76" {special design sec- tion 2503.2.7) to meet design loads for earth and groundwater pressures, surcharge and jacking installation loads. ASTM C-76 - 14, Standard Specitication for Reinforced Concrete Culvert, Storm Drain, and Sewer Pipe, is a manufacturing and purchase speci- fication, that covers reinforced concrete pipe intended to be used for the conveyance of sewage, industrial wastes, and storm water, and for the construction of culverts. The pipe was produced in 8-foot sections for the construction of the 1,300-foot microtunnel. The pipe was designed and produced by America: ompany'^ with a double O-ring gasket and a steel bell ioinf to take advantage of as much of the wall thickness as possible for the jacking surface. This allowed jacking forces to increase while minimizing the number of intermediate jacking stations. Test ports were placed between the gaskets to facilitate the testing of the joints prior to pushing and post instal- lation, as needed. After initial set tests were performed, the concrete mix was designed to allow stripping of the forms six hours after casting. The mix was also designed to achieve high early concrete strengths (6000 psi) within 7 days. Pipe production started in May 2013 with double-pouring two forms to produce four sections per day. Two Dayton Superior' utility anchors were cast in for handling the pipe. In September, deliveries were scheduled two days prior to installation to allow for the preparation of the microtunneling process. This scheduling guaranteed no down time for the contractor due to shipping delays.
