DEPT. 21,596 5-20-14 LIB&CA AUTHORIZATION TO APPLY FOR A GRANT FROM THE CALIFORNIA LIBRARY LITERACY SERVICE DEPT. HEAD yL CITY ATTY. _ CITY MGR. RECOMMENDED ACTION: Adopt Resolution No. 2014-091 authorizing the Carlsbad City Library to apply for a grant from the California Library Literacy Service, to accept any award, and authorizing the Administrative Services Director to appropriate any funds received. ITEM EXPLANATION: Since 1990, when the California Library Literacy Service was created, the Library became eligible for additional matching grant funds through the California State Library. The Library has applied for and received the matching grant funds each year to support the delivery of literacy services. For fiscal year 2014-2015, the State Library will follow a similar procedure as last year In determining how this matching grant program will be funded. The funding formula will provide a basic grant to each eligible literacy program. Subsequently, If additional funds remain, a second grant amount will be distributed to each eligible literacy program. The total State grant amount received for FY 2013-2014 was $31,736.00. FISCAL IMPACT: The Carlsbad City Library meets the eligibility requirements for receiving State-matching funds. These matching funds are awarded by the State to extend or enhance existing literacy services. Grant funds will be used for Instructional resources; annual recognition event; program support activities, equipment; and public relations. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within the meaning of CEQA In that It has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. That the above recitations are true and correct. 16 2. That the City Council authorizes the Carlsbad City Library to apply to the California State Library for the California Library Literacy Service Act funds. 3.
