CITY MGR. kf) RECOMMENDED ACTION: Adopt Resolution No. 2014-109 awarding the contract for the Northwest Quadrant Storm Drain Program (Valley Street, Highland Drive and Linda Lane), Project No 6608. ITEM EXPLANATION: The Northwest Quadrant Storm Drain Improvement Program is a multi-year program to address non- master drainage plan needs within the northwest quadrant ofthe city. City of Carlsbad Operations and Maintenance staff was interviewed regarding their field observations and knowledge of drainage issues throughout the northwest quadrant. Site locations were identified and prioritized based on recommendations from field observations. The projects in the program and their status are listed on Exhibit 2 for reference. Three drainage improvement locations are included in this plan set and their locations are shown on Exhibit 3. The following are descriptions ofthe drainage improvements included in the project: • Valley Street: Improvements at this location include construction of cross-gutter, storm drain inlets to connect to an existing storm drain system and surface improvements to direct storm flows to the inlets. • Highland Drive south of Magnolia Avenue: Development of vacant lots and the addition of hardscape on this street have increased runoff to existing low spots. Storm drain inlets will be installed at the low spots and an 18-inch diameter pipeline will be installed to convey the storm flows from the low spots to the City's storm drain collection system. • Linda Lane: Surfacing groundwater has created a nuisance requiring significant maintenance work on an ongoing basis. Inlets will be installed at the cul-de-sac and an 18-inch diameter pipeline will be installed to convey the surface water and storm flow to the existing storm drain pipeline in Monroe Street. Plans and specifications are on file in the Public Works Department of the City of Carlsbad. On March 11, 2014, ten (10) sealed bids were received, opened and witnessed for the construction of this project as shown in the following Table 1. Just Construction, Inc. $1,110,455 The apparent low bidder at the bid opening was Just Construction, Inc. with a bid total of $504,900. Just Construction, Inc. made a material math error within the bid documents, which changed their total bid to $1,110,455. Southland Paving, Inc. is the confirmed low bidder and their bid documents are responsive Staff recommends awarding the contract to the lowest responsive bidder. Southland Paving, Inc. for the construction of Northwest Quadrant Storm Drain Program (Valley Street, Highland Drive and Linda Lane), Project No 6608. FISCAL IMPACT: Table 2 shows the current status ofthe Northwest Quadrant Storm Drain Improvement Program. More specifically, the current status of the programs shows the expenditures of previously completed storm drain improvements and the funds available to complete the projects in Valley Street, Highland Drive and Linda Lane. A summary of the estimated construction costs and available funds is shown in Table 3. Sufficient funds are available for the project. No additional appropriation is required. ENVIRONMENTAL IMPACT: The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15302(c), concerning replacement or reconstruction of existing facilities involving negligible or no expansion of capacity. Location Map 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 EXHIBIT 1 RESOLUTION NO. 2014-109 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AWARDING THE CONTRACT FOR THE NORTHWEST QUADRANT STORM DRAIN IMPROVEMENT PROGRAM, (VALLEY STREET, HIGHLAND DRIVE AND LINDA LANE), PROJECT NO. 6608 WHEREAS, the City Council of the City of Carlsbad, California, has determined it necessary, desirable, and in the public interest to construct the Northwest Quadrant Storm Drain Improvement Program (Valley Street, Highland Drive and Linda Lane), Project No. 6608; and WHEREAS, the plans and specifications for furnishing of all labor, materials, tools, equipment, transportation, and other expenses necessary or incidental of said project have been prepared and are on file in the City of Carlsbad and are incorporated by reference herein; and WHEREAS, this project is exempt from environmental review per CEQA Section 15301(b) - minor alteration of existing facilities of public utility services involving negligible or no expansion and Section 15302(c) - replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity; and WHEREAS, on January 14, 2014, the City Council adopted Resolution No. 2043-0004, which approved the plans and specifications and authorized the advertisement for bids for the. Northwest Quadrant Storm Drain Program (Valley Street, Highland Drive and Linda Lane), Project No. 6608; and WHEREAS, on March 11, 2014, 10 sealed bids were received, opened and witnessed for the construction of this project; and WHEREAS, the lowest responsive and responsible bid to construct said project was submitted by Southland Paving, Inc. in the total amount of $558,178; and A 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 WHEREAS, Section 3.28.040 (c)(5) of the Carlsbad Municipal Code authorizes the city manager to approve change orders in the amount up to $75,000 for Project No. 6608. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the bid in the amount of $558,178 submitted by Southland Paving, Inc. for the construction of Northwest Quadrant Storm Drain Program (Valley Street, Highland Drive and Linda Lane), Project No. 6608 is accepted and the Mayor is hereby authorized to execute the contract with Southland Paving, Inc. 3.
