RECOMMENDED ACTION:
Adopt Resolution No. 2014-125 approving a side letter between the City of Carlsbad and the Carlsbad
City Employees' Association (CCEA) that amends the survey market, moves certain job classifications to
a higher pay range and gives a corresponding base salary increase to employees who are in those job
classifications.
ITEM EXPLANATION:
Representatives ofthe City of Carlsbad and the Carlsbad City Employees' Association (CCEA) reached an
agreement on June 18, 2013 and signed a Memorandum of Understanding with a January 1, 2013 -
December 31, 2014 contract term.
In May, 2014 staff completed a study of the market competitiveness of CCEA job classifications in the
Utilities Operations Division of Public Works. The results of the study showed that there are several
agencies in the county of San Diego that have job classifications that are comparable to City of Carlsbad
job classifications but are not included in the City of Carlsbad survey market. In order to sustain market
competitiveness as an employer and attract and retain highly qualified employees, staff recommends
that these additional agencies (see Table 1) be added to the City of Carlsbad survey market for fifteen
CCEA job classifications and that seven of those CCEA job classifications be moved to a higher pay range.
In conjunction with the changes to pay ranges, staff recommends giving a base salary increase to keep
current employees in the same relative place within their pay range.
The parties subsequently met on May 21, 2014 and reached a tentative agreement regarding the
recommended changes described above (see Attachment A).

FISCAL IMPACT:
The estimated annual fiscal impact associated with the actions described above is $49,000 and funding
for this will be included in the FY 2014-15 adopted budget.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the
meaning of CEQA in that it has no potential to cause either a direct physical change in the environment,
or a reasonable foreseeable indirect physical change in the environment; and therefore, does not
require environmental review.

JANUARY 1, 2013 - DECEMBER 31, 2014
MEMORANDUM OF UNDERSTANDING BETWEEN THE
CITY OF CARLSBAD AND THE CARLSBAD CITY EMPLOYEES' ASSOCIATION (CCEA)
EFFECTIVE: UPON CITY COUNCIL APPROVAL
This side letter memorializes an agreement reached between the City of Carlsbad ("City") and
the Carlsbad City Employees' Association ("CCEA"), to reflect an agreed upon amendment to
the January 1, 2013 - December 31, 2014 Memorandum of Understanding ("MOU") entered
into between the City and CCEA. All other terms and conditions of the existing MOU shall
remain in full force and effect. The changes are listed below.
1. Article 54, Section V shall be modified to read as follows:
V. COMPENSATION PLAN:
The key element of the CCEA employee pay for performance program is the base pay
structure. Covering all CCEA jobs, the base pay structure reflects competitive pay levels for
jobs assigned to each pay grade and provides the basis for equitable pay decisions.
The CCEA Salary Schedule contains multiple salary ranges. Each salary range has a
minimum, midpoint and maximum. Employees who are inexperienced or newly hired may
be paid below the midpoint of the salary grade.
In keeping with the City Council's philosophy of surveying the total compensation of local
agencies, the agencies listed below will be considered in the survey market for CCEA.

7. City of Imperial Beach

The seven (7) agencies listed below will also be considered in the survey market for the job
classifications of:

The Human Resources Department will annually compare salary and benefits information
on each City of Carlsbad benchmark classification with appropriate classifications in the
comparator group. Those classifications that are considered benchmarks are those in which
there was a substantial match between the competencies and duties required for jobs at
the City of Carlsbad and those for the comparator group. A benchmark requires a minimum
of three comparators. The job matching is conducted by the Human Resources
Department. From time to time the City Council may also request that private sector salary
and benefits data be reviewed and compared to benchmark positions at the City of
Carlsbad.
Each City of Carlsbad Job classification is assigned to a specific salary range. The non-
benchmark positions are assigned to the salary structure based on internal relationships,
responsibility and/or knowledge, skills and abilities of Jobs. The benchmark salary data will
be surveyed annually and the benchmark comparisons will be modified when the
classifications change within the organization.
Human Resources will provide the CCEA with supporting data for all salary range
evaluations and adjustments.
Periodically the Human Resources Department will bring forth salary range movement
recommendations to City Council that are based on market and economic conditions, and
may include one or more salary ranges. CCEA and the City agree that the City will negotiate
salary range movements.
2. Effective the first day of the pay period following City Council approval of this side letter,
the CCEA salary schedule shall be amended as follows:

Effective the first day ofthe pay period following City Council approval of this side letter,
the Carlsbad Municipal Water District (CMWD) salary schedule shall be modified so that the
pay range for SCADA Technician is set equal to the pay range for the SCADA Technician
classification listed on the CCEA salary schedule.
Effective the first day of the pay period following City Council approval of this side letter,
employees who are in the classifications listed in items 2 and 3 above will receive a base
salary increase equal to the pay range change (percent) shown in item 2 above unless they
are on a Performance Improvement Plan as of the effective date of this item or have been
served a Notice of Discipline within twelve (12) months prior to the effective date of this
item.
It is the understanding ofthe City and CCEA that this side letter is of no force or effect
whatsoever, unless and until adopted by resolution ofthe City Council ofthe City.
