DIRECTOR -tf—_ MTG. 6/17/14 BUENA VISTA RESERVOIR PROPERTY CITY ATTY. DEPT. CM CITY MGR. RECOMMENDED ACTION: Receive a presentation from Mary Anne Viney regardmg the Buena Vista Reservoir property. ITEM EXPLANATION: The City Council provides an opportunity for citizens and organizations to have an item placed on a City Council Agenda by submitting a request to the City Manager. Attached is a request from Mary Anne Viney (Exhibit 1) requesting that the City Council receive a presentation relating to the Buena Vista Reservoir property. FISCAL IMPACT: None. ENVIRONMENTAL IMPACT: Pursuant to Section 15061 ofthe CEQA Guidelines, the activity is covered by the General Rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. EXHIBITS: 1. We have been harmed.We're here to advocate for better planningin Olde Carlsbad. It is the only part of the City without a master plan. We're here to advocate preserving the Buena Vista Reservoir site as public open spaceto mitigate the risk of loss of non-city owned park space in our neighborhood.We're here to demonstrate Compelling Reasonsto create a park at the Buena Vista Reservoir site.We're here to provide a specific planas to steps which should be taken to develop recreational amenities at the Buena Vista Reservoir site.4 This is a Park? What Has Changed?In 1986, Olde Carlsbad was grandfathered in with sub-standard park facilities.Those sub-standard facilities included 27 acres (34% of the total area available) of school or other facilities on one-year leases with 60 day cancellation options.Since that time, school grounds have been closed for security reasons, and there have been proposals to outright sell schools for development.Our park lands have shrunk, while our population has mushroomed.Our assets are being sold and sent to other parts of town.The future of our park lands is precarious.The Buena Vista site has become available for use as a City owned park. 6 Schools are unreliable park lands Olde Carlsbad Olde Carlsbad with Schools Locked out of schools all that's left is some old freeway right-of-way, Hosp Grove, and a playground at Laguna Riviera Buena Vista ReservoirHistory 1Carlsbad's History is the History of Water in the region, and the History of the Avocado. Buena Vista Reservoir is the birthplace of a Carlsbad water system, and the birthplace of Avocado Farming in San Diego County.Circa 1914 Sam Thompson planted the first avocado grove in North San Diego County on the site of Buena Vista Reservoir.By 1916, Carlsbad was known as “Home of the Avocado”.Around 1918, Sam Thompson began to move his grove down the hill to a larger site, which eventually made room for the much needed water reservoir at the high point of the rapidly growing town.The Buena Vista Reservoir site was purchased by the residents of Olde Carlsbad, with each lot sold being assessed for the purchase through the Carlsbad Mutual Water Company. We bought and paid for it! This asset should not be sold, with the profits sent out of the neighborhood, and even out of the water district.Buena Vista Reservoir was finished and filled in 1919.10 Buena Vista ReservoirHistory 2By 1926, Carlsbad, a town of under 500 was drawing over 5,000 visitors to its Avocado Days Festival, which grew to over 10,000 by World War II.12 Buena Vista ReservoirHistory 3Water, then, as now was critical to the growth and development of the town. Buena Vista Reservoir was the first and most important holding basin for water to provide for the agricultural economy and commercial and residential development of the town through the 1960s.Since the 1960s when the reservoir was decommissioned, residents have been clamoring to make it into a much needed recreational space In a 1989 Report to the City by a 14 member Citizen's Committee it was recommended that “The Buena Vista Reservoir should be developed into a park.” It's use as a recreation amenity again came before the council as a recommendation in 1997 Buena Vista Reservoir Politics & LogicWe are not opposed to responsible growth and redevelopment but...The perception is: Olde Carlsbad assets are being sold to finance fancy facilities in South Carlsbad:The proposed Sale and Development of the Buena Vista School SiteThe proposed Sale and Development of the Buena Vista Reservoir SiteThe conversion of agricultural lands without mitigation.The development of the luxurious Alga Norte Water Park in the South coupled with reduced access to our own swim complexThe development of an expensive municipal golf course to the SouthThe exporting our park resources to provide recreation amenities in the industrial corridorThe proposed development of Veterans Memorial Park to the SouthThe relocation of Main Library to La CostaThe relocation of most City Offices to the SouthThe perception is that Olde Carlsbad is being densified by infill development without the provision of adequate infrastructure, particularly recreation facilities:This year over 50 new houses have been permitted in the Neighborhood, without any additional playgrounds or recreation facilitiesDensification of the Barrio and Village neighborhoods also contributes to the problems15 Buena Vista Reservoir Politics & Logic 2Current standards “Grandfather In” sub-standard facilities.Even if these sub-”standards” have been met, it doesn't preclude the desire to exceed these “minimum” standards.Olde Carlsbad deserves its fair share of great parks, libraries, and other public amenities.Even our sub-standard facilities are not secure:21 Acres are on land owned by the Carlsbad Unified School District which we can lose at any time on 180 days notice.The sale of the Buena Vista School site was threatened as recently as 2012.School playgrounds have been locked out after the Kelly School shootings in 2010.The sale of the Buena Vista Reservoir site, library area, city hall, community garden, arts office, sculpture garden and city owned agricultural land is before the Council at this time.Spaces like the picnic table between the Shell gas station across from City Hall and the freeway, and the landscaped parkway along Pio Pico to the north are supposed to provide Olde Carlsbad's recreational amenities.There is no children's playground available to large parts of Olde Carlsbad without driving and crossing major arterials or freeways. 16 We want quality parks like everywhere else in town. Buena Vista Reservoir Park PotentialThe 3.1 Acre Buena Vista Reservoir Site can accommodate much needed exercise, recreation, and cultural amenities in the underserved Northwest Quadrant, and in particular in the Olde Carlsbad neighborhood.Buena Vista Reservoir Park would complement the citywide trails system.Amenities could include:Unique “bermed” design to reflect the Reservoir history while minimizing impact on surrounding properties and providing spectacular views of the City, ocean, backcountry, and mountains.32 onsite parking spaces along Buena Vista Way with full view into the park to maximize security.Full quarter mile jogging track with exercise course.Generous children's playground and picnic areas.Joint educational programs with library and schools.Full basketball and/or tennis court.Historic information/education kiosks and displays celebrating Carlsbad's agricultural history and history of water resource use.Display space for Water District's collection of historic artifacts.One or more gazebos exploiting the unparalleled views from the site and offering rentable space to generate revenue for the City.Native plant demonstration garden and water conservation information.18 Other Cities Cherish their Reservoirs Buena Vista Reservoir ImportanceTo the City:It acknowledges and celebrates important Carlsbad Agricultural History.It enlightens the community about the development and importance of water resources in our community.It supports an emerging agritourism industry in our town.It provides unparalleled views of the City, coast, and back country.It supports the City's goals of a Walkable City ...To the Quadrant:It mitigates some of the coming infill growth and increased density.It mitigates some of the sub-standard recreation amenities and standards “grandfathered in” to the Quadrant at earlier timesIt mitigates the changing circumstances, in which school grounds are no longer available as children's (and adult) playgrounds.To the Neighborhood:It provides essential, walkable recreation amenities.It supports the linked pedestrian/bicycle network emerging from Quarry Creek, through Hosp Grove, to the library, City Hall, Village and the beach and rail trail. 20 Compelling Reasonsto save Buena Vista Reservoir as a recreational amenityThe residents of Olde Carlsbad bought it. The City controls it. There is minimal out of pocket cost to retain the Buena Vista Reservoir site until a development plan and financing scheme can be created.Olde Carlsbad suffers from sub-standard, inadequate, poorly located recreational amenities.The neighborhood wants it, and has been asking for it for over 30 years.Olde Carlsbad is facing unprecedented population and commercial growth, without adequate recreation facilities to support it.Olde Carlsbad is the only part of the City which did not benefit from City mandated master plans to guide its overall development strategy, and the City must take some responsibility to create a strategy which will create a community commensurate with the unique, but high standards expected in other parts of the City. This could include an effort to exceed sub-”standards” which have been set for the Quadrant.The assets of Olde Carlsbad should not be liquidated to support development in other parts of town.A prudent City investment in Olde Carlsbad will payback many times over in increased property values and tax increment in the oldest part of town. 21 What Do We Want?We want better, resident based planning in Olde Carlsbad.Eventually we want the City to develop Buena Vista Reservoir into the historic resource and recreational facility it begs to become.At this time, we want the City to immediately stop the consideration of disposing of this valuable resource, andTo appoint a Citizen's Committeeand support staff to envision and develop a plan to create and finance an historic and recreational park on the Buena Vista Reservoir property. 22 n   Buena  Vista  School  Field   n   Pio  Pico  Park   n  Community     Gardens   n   Oak  Park   n  Holiday  Park   n  Reservoir   City  Of  Carlsbad  Allowable  Noise   Exposure   City  Of  Carlsbad  Harmful  Effects  of   Noise
