APPROVE ACCEPTANCE OF A CASH
DONATION AND IN-KIND DONATION OF
SERVICES IN SUPPORT OF THE CULTURAL
ARTS OFFICE AND THE 2014 TGIF CONCERTS

RECOMMENDED ACTION:
Adopt Resolution 2014-142 accepting a cash donation of $25,000 from the Carlsbad Friends of
the Arts and an in-kind donation of services totaling $10,000 from PCH Printing, in support of the 2014-
2015 Cultural Arts Office programs and the 2014 TGIF Concerts in the Parks summer concert series.
ITEM EXPLANATION:
The Carlsbad Friends ofthe Arts, a non-profit, community-based organization dedicated to supporting
the programs and activities ofthe City of Carlsbad's Cultural Arts Office, has generously offered to donate
$25,000 to be used by the city for the 2014-2015 Cultural Arts Office programs and the 2014 TGIF
Concerts in the Parks summer concert series. The Friends raise funds through Opportunity Drawings
conducted at the TGIF concerts, advertisements in the souvenir program, and through their membership
program. The donation is intended to be used for support of ongoing Cultural Arts Office programs and
TGIF operational services such as shuttle buses, porta-toilets, truck rentals, trash and recycling services,
and supplies at the concerts. PCH Printing, a local area printing company, has generously donated the
printing of 8,000 copies of the 2014 TGIF Concerts in the Parks Souvenir Program, for a total in-kind
donation valued at approximately $10,000. The souvenir program, which is offered free at each concert
and at various community locations, offers expanded information about the concerts, the bands and the
Cultural Arts Office. Most importantly, the souvenir program, through its sale of advertising space, is a
major vehicle used by the Carlsbad Friends ofthe Arts to raise funds which help support the Cultural Arts
Office and the TGIF Concerts in the Parks series.
FISCAL IMPAa:
The donation from the Carlsbad Friends ofthe Arts will provide partial funding for Cultural Arts Office
programs and the TGIF Concerts in the Parks concert series, which is regularly funded, in part, by
donations. The in-kind services provided by PCH offset significant TGIF expenses and ensure the efficient
use of General Fund resources in providing this summer concert series for the community. Letters of
appreciation will be sent on behalf of the City of Carlsbad and the Cultural Arts Office.

Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within
meaning ofthe California Environmental Quality Act (CEQA) in that it has no potential to cause either a
direct physical change in the environment, or a reasonably foreseeable indirect physical change in the
environment, and therefore does not require environmental review.
