RECOMMENDED ACTION:
Adopt Resolution No. 2014-154 approving plans and specifications and authorizing the City Clerk
to advertise for bids for the 2014 Slurry Seal Project No. 6001-14SS.
ITEM EXPLANATION:
The 2014 Slurry Seal Project is part of the city's ongoing Pavement Management Program. This
maintenance project will extend the life of various roadways throughout the city by resurfacing the
existing pavement with an asphaltic emulsion-aggregate slurry. The roadways were selected based on
the age and existing condition of the roadway surface. The application of slurry seal protects the
pavement surface from oxidation, raveling, and cracking. Prior to slurry sealing, cracks will be sealed and
asphalt concrete patches will be made to areas of deteriorated pavement.
FISCAL IMPACT:
The estimated construction cost for the 2014 Slurry Seal Project is shown in the table below:

ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines
Section 15301(c) - minor alteration of existing facilities including streets, sidewalks, gutters, and similar
facilities involving negligible or no expansion.

CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND

^ WHEREAS, the City Council of the City of Carlsbad, California, has determined it
necessary, desirable, and in the public interest to resurface city streets in accordance with the
city's ongoing Pavement Management Program; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
12 equipment, transportation, and other expenses necessary or incidental to the 2014 Slurry Seal
13 Project No. 6001-14SS, have been prepared and are on file in the Public Works Department of
the City of Carlsbad and are incorporated herein by reference; and
WHEREAS, there are sufficient Pavement Management Program funds available to

complete the 2014 Slurry Seal Project No. 6001-14SS.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

19 California, as follows

2. That the plans, specifications, and contract documents for the 2014 Slurry Seal

Project No. 6001-14SS, on file in the Public Works Department of the City of Carlsbad are
hereby approved.
3. The City Clerk of the City of Carlsbad is hereby authorized and directed to
26 publish, in accordance with State law, a Notice to Contractors Inviting Bids for the construction
