PW-TRAN INTRODUCE ORDINANCE TO ESTABLISH ALL-WAY STOP CONTROL AT HILLSIDE DRIVE AND PARK DRIVE CITY MGR. jj^^N RECOMMENDED ACTION: Introduce Ordinance No. CS-256 to establish ALL-WAY STOP control at the intersection of Hillside Drive and Park Drive. ITEM EXPLANATION; The subject intersection serves adjacent residential neighborhoods in the northern portion of the city (see Exhibit 1). Currently, traffic on Hillside Drive is STOP-controlled at the subject intersection and traffic on Park Drive is uncontrolled. A request to consider ALL-WAY STOP control was received by staff due to concerns expressed by residents about vehicle speeds and restricted sight distance. As part of this request, staff conducted field measurements of the existing sight distance at the subject intersection. The posted speed limit on the south leg of Park Drive is 35 miles per hour and the minimum stopping sight distance required for 35 miles per hour is 250 feet. Sight distance from the east leg of Hillside Drive looking to the south was measured to be approximately 225 feet, which does not meet the minimum stopping sight distance requirement of 250 feet. The California Manual on Uniform Traffic Control Devices (CA MUTCD) recommends consideration of an ALL-WAY STOP at "locations where a road user, after stopping, cannot see conflicting traffic and is not able to reasonable safety negotiate the intersection unless conflicting cross traffic is also required to stop." Staff also investigated the collision history at the subject intersection. Collision records Indicated four reported collisions during the period from January 1, 2010 through April 30, 2014. Although the CA MUTCD classifies a significant collision history as five or more reported crashes within a 12-month period that are susceptible to correction, four crashes in a three-year period is noteworthy for Carlsbad. All four reported collisions were right angle collisions and considered susceptible to correction by the proposed ALL-WAY STOP installation. The Traffic Safety Commission considered this matter at its meeting of June 2, 2014. Based on the findings by staff and public comments by residents, the Traffic Safety Commission unanimously supported staff's recommendation to implement ALL-WAY STOP control at Hillside Drive and Park Drive as presented. Sufficient funds are available in the Streets Maintenance Division budget. ENVIRONMENTAL IMPACT: The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15301(c) - minor alteration of existing facilities, including streets, sidewalks, gutters, and similar facilities involving negligible or no expansion.
